View original imageAccordingly, those wishing to dispose of construction site household waste under 5 tons—which previously could be discarded without prior notice—must now submit a report in advance via the Gwangmyeong City Waste Support Center or the "Jiguhada" app before disposal.
For small quantities, defined as three or fewer waste bags, collection is only possible if the disposal is reported at least two days in advance. For large quantities exceeding three bags, after making a prior report, the disposer must either directly or through a contractor transport the waste to a public sorting facility. This measure aims to reduce the collection of heavy waste on-site and to ensure the safety of sanitation workers.
For multi-family housing, residents must undergo an approval and prior notification process through the management office and dispose of waste at designated locations.
This policy is being implemented in line with the official start of operations at the public sorting facility, completed last February. The purpose is both to protect the safety of sanitation workers and to strengthen the separation and sorting of waste, thereby facilitating resource circulation.
Previously, sanitation workers were continuously exposed to risks of safety accidents, such as back injuries and fractures, as well as musculoskeletal disorders, during the manual collection and transport of overloaded bags containing heavy construction site household waste such as waste concrete, tiles, and bricks.
In response, the city has introduced a dual-mode disposal report system based on weight, structurally reducing the collection of heavy materials and fostering a safer working environment.
Furthermore, at the public sorting facility, waste will be professionally separated and sorted to increase the recycling rate and strengthen a resource circulation-oriented processing system.
Choi Hyemin, Acting Mayor (Deputy Mayor) of Gwangmyeong City, stated, "With the direct landfill of household waste now banned in the Seoul Metropolitan Area, proper sorting and recycling of household waste has become more important than ever. We have therefore revamped the disposal system to facilitate appropriate separation and recycling. As this policy also aims to protect the safety of sanitation workers, we kindly request the active cooperation of all citizens."
If construction site household waste is disposed of without a prior report or in excess of the standards, a step-by-step response will be taken: ▲ First violation: a warning sticker will be attached ▲ Second violation: a transportation order to a designated facility and additional fees imposed ▲ Third violation: a fine may be levied for breaching cleanliness obligations.
To reduce the burden on citizens and ensure smooth waste separation and disposal, the city has also prepared financial incentives.
If waste concrete and waste wood are brought separately by truck, without using dedicated waste bags, and delivered directly to the public sorting facility, disposal costs will be lower than when using the designated waste bags.
The fee is 32 won per kilogram for waste concrete and 45 won per kilogram for waste wood, which is more than 50% cheaper than the previous dedicated bag fee of 67 won per kilogram (1,340 won per 20 kg bag). However, if waste wood and waste concrete are mixed and brought in together, they will be classified as mixed waste and charged 200 won per kilogram, so they must be separated before delivery.
Additionally, to fundamentally reduce the collection of heavy materials, sales of non-combustible waste bags are limited to 10 bags per person, and duplicate disposal at the same location within one month is automatically blocked by the system.
To minimize citizen inconvenience in the early stage of the system's implementation, until December 31 this year, citizens can return unused dedicated waste bags to the public sorting facility and receive a processing fee reduction equivalent to the purchase amount.

To further reduce the use of waste bags, the city will gradually decrease the quantity available for sale from August onward and will focus sales primarily on individual disposal needs.
