Jeonbuk Province to Conduct Comprehensive Survey of 1.06 Million Farmland Parcels to Prevent Speculation
Initial Assessment from May to July, On-site Inspections from August
Recruiting 200 Surveyors Among Local Residents Aged 18 and Older
Jeonbuk Special Self-Governing Province is launching a large-scale inspection to address loopholes in farmland management and ease concerns over speculative activities.
On April 29, Jeonbuk Province announced that it will conduct a comprehensive survey of more than 1.06 million farmland parcels in the province that were acquired since January 2, 1996, the date of the enforcement of the Farmland Act.
The focus will be on thoroughly examining the ownership and usage status of farmland and establishing a management system for land with potential for illegal conversion or speculation. Through this, the province aims to reinforce the principle that those who farm should own the land and to increase trust in farmland administration.
From May to July, the survey will be carried out in stages, starting with an initial assessment using administrative data, drone and satellite imagery, and artificial intelligence (AI) analysis. Beginning in August, on-site intensive inspections will be conducted, with the results compiled and follow-up measures taken by the end of the year. In particular, the province will focus on inspecting idle land, farmland suspected of illegal conversion, and parcels that require confirmation of use, in order to minimize blind spots in management.
To improve the efficiency of the survey, Jeonbuk Province plans to recruit approximately 200 surveyors, with recruitment taking place in each city and county from April to May. Any local resident aged 18 or older who can use digital devices such as smartphones and participate in field surveys is eligible to apply.

Min Sun-sik, Director of the Agricultural Life and Livestock Industry Bureau of Jeonbuk Province, said, "For a precise inspection, participation from residents who are familiar with local conditions is important," adding, "We will ensure that this comprehensive survey will enhance the public value of farmland and serve as an opportunity to establish a systematic management foundation."
