The newly established Ministry of Finance and Economy and the Planning and Budget Office, which were separated from the Ministry of Strategy and Finance, are pushing ahead with a 'one-to-one personnel exchange' between the ministries. This is the first time that staff exchange has taken place between the two ministries since the reorganization from a single large ministry earlier this year. With the stabilization of the organization following the appointment of Minister Park Hongkeun to the Planning and Budget Office, efforts appear to be underway to resolve personnel mismatches that arose from the mechanical division.

View original imageThe Ministry of Finance and Economy and the Planning and Budget Office will survey staff members who wish to transfer between the two ministries from April 29 to May 11. The target group includes public officials at the team leader level or below within the headquarters, affiliated institutions, and temporary organizations. Members of the Super Innovation Economic Task Force, Tax Reform Task Force, and Export Plus Support Team of the Ministry of Finance and Economy, as well as the Secretariat of the Lottery Commission and the National Subsidy Fraud Management Task Force of the Planning and Budget Office, are also eligible to apply. The number of participants has not yet been determined.
The personnel exchange will be conducted on a one-to-one basis. Individuals wishing to participate can directly find a counterpart from the other ministry and apply to both ministries. However, even if an application is submitted, the exchange may not be finalized without agreement from the respective departments. If an application is not successfully matched, the ministries will coordinate to facilitate matching among the remaining applicants.
This exchange is intended to address internal dissatisfaction that arose during the ministry split at the beginning of the year. At that time, staff were allocated mechanically based on their previous departments, leading to ongoing complaints that individual work expertise and preferred positions were not sufficiently considered.
A government official stated, "During the ministry split, many employees were assigned to areas outside their field of expertise, resulting in job maladaptation and personnel dissatisfaction. This exchange is intended to give working-level officials another opportunity to utilize their professional capabilities."

However, officials at the division head level or above are excluded from this round of transfers. This decision was made out of concern that moving core management personnel so soon after a regular personnel reshuffle could place an undue burden on the organization as a whole.
