Yongsan District to Invest 47 Billion KRW to Create 7,728 Jobs
Aiming for 71.5% Employment Rate
Customized Support for Each Generation
Yongsan District in Seoul (District Mayor Park Hee-young) has announced plans to invest 47 billion KRW this year to create 7,728 jobs and achieve an employment rate of 71.5%.
On April 22, Yongsan District unveiled its "2026 Job Measures Detailed Plan," which outlines these goals. The district’s employment rate last year was 70.5%. Despite a population decline caused by large-scale redevelopment, the rate has risen slightly compared to 2024. The district aims to increase this by an additional one percentage point.

In addition, the district will carry out seven projects to build job infrastructure and fourteen projects to promote private sector job creation. The plan is to establish an employment safety net for all generations, focusing on thirty-three key action items.
For young people, the district is lowering financial barriers. The interest rate for the youth business loan support program has been significantly reduced to 1% per year. New initiatives include the "Youth Challenge Support Project" for unemployed youth and the "N-Job Company (Multi-Job Capability Enhancement)" program, which reflects the diversified employment trends. The district will also expand support for national certification and language exam fees, as well as for employment-linked education in the trade sector.
Women and middle-aged residents are being targeted with customized career planning. Programs such as the "Women's Classroom" for women with career interruptions, the "Yongsan Women Startup Project," and the "AI and Robot-Based Digital Instructor Training Program" will be implemented. The "Yongsan 50 Plus Center," which opened in February, will support the second act of life for the middle-aged through job and activity support initiatives that leverage their expertise.
For senior citizens, the focus is on quality rather than quantity of jobs. The newly established "Yongsan Senior Club" will provide a one-stop service from the development of tailored jobs to capacity-building education and job placement assistance.
The district is also working to stimulate the local economy to generate employment. Major projects include the creation of the International Business District, the establishment of the Yongsan AI·ICT Special Development Promotion Zone, and the Urban Spot Project to improve the integrated landscape of Yongridan-gil. The district will also create jobs in history and cultural arts through the History and Culture Renaissance Special Zone in collaboration with the Yongsan Cultural Foundation. A new certification system for outstanding social economy enterprises will be introduced to bolster the private employment ecosystem.
