Icheon City in Gyeonggi Province (Mayor Kim Kyunghee) is implementing large-scale livelihood support measures for residents experiencing difficulties due to high prices and high oil prices. Starting with the payment of the "High Oil Price Damage Support Fund," Icheon City is focusing its administrative capacity on citizen-oriented policies, such as strengthening safety nets for disaster-vulnerable groups and providing on-site tax services.

View original imageIcheon City will begin accepting applications for the first round of the "High Oil Price Damage Support Fund" from April 27, targeting vulnerable groups such as recipients of the National Basic Livelihood Security Program, the near-poor, and single-parent families. From May 18, the payment will be expanded to include citizens in the lower 70 percent income bracket. The support amounts are 550,000 won for basic livelihood recipients and 450,000 won for the near-poor and single-parent families.
Applications can be submitted both online and offline. For credit and debit cards, applications can be made through the website or app of the relevant card company, its call center, or by visiting a bank branch associated with the card. For local currency, applications can be made via a dedicated app or by visiting the local administrative welfare center.
The application period for the first round is from April 27 to May 8 for vulnerable groups, and for the second round, from May 18 to July 3 for citizens in the lower 70 percent income bracket.
To minimize confusion and enhance convenience for citizens, a variety of support systems have been prepared, including: a weekday-based application schedule during the first week based on the last digit of the applicant’s birth year (Monday: 1,6; Tuesday: 2,7; Wednesday: 3,8; Thursday: 4,9,5,0; no schedule from Friday); on-site application services; additional staff at local administrative welfare centers; and advance notifications through the National Secretary service. The support funds for both the first and second rounds must be used by August 31.
The head of Icheon City's Welfare Policy Division stated, "We will do our utmost to reduce the burden on citizens struggling with high oil prices through prompt payments and to provide tangible assistance for the recovery of the local economy."
They also added, "The government, card companies, and local currency operators will not include links in text messages or social networking service (SNS) messages related to the damage support fund in order to prevent smishing damage," urging citizens to be especially cautious about such messages.

On April 20, Icheon City announced that it had successfully concluded the operation of its "On-Site Acquisition Tax Consultation Room," which was set up at the Jungri Umi Lin Urban First Apartment complex to alleviate tax-related inconveniences for new apartment residents.
This on-site consultation service was held for two days, from April 18 to 19, coinciding with the apartment pre-inspection period. It provided direct, face-to-face tax consultations on acquisition tax matters that residents were most curious about, as part of the city's on-site tax services.
Especially during this second operation, a large number of residents participated, showing strong interest and engagement. One-on-one consultations were offered on a range of topics relevant to new residents, including whether multiple home owners are subject to increased acquisition tax rates and reductions for first-time home buyers, tailored to each individual's situation.
Additionally, informational leaflets summarizing the acquisition tax filing process and major tax benefits were distributed on-site, helping new residents better understand frequently asked questions related to taxes during the initial move-in period.
Having already completed its first consultation room at the Icheon Village Urban In City complex, Icheon City plans to continue expanding these consultation services to all new apartment complexes in the area.
An Icheon City official stated, "By providing direct consultations on-site, we were able to substantially reduce the tax-related inconveniences experienced by residents," adding, "We will continue to promote on-site tax administration that citizens can truly feel."

Icheon City announced that it is launching an "Electrical Safety Inspection and Disaster Prevention Facility Support Project for Disaster-Vulnerable Groups" to prevent fires and safety accidents caused by aging electrical facilities and to strengthen residential safety for disaster-vulnerable groups.
This project is designed to eliminate safety blind spots in daily life by conducting electrical safety inspections for households that are particularly at risk in the event of a disaster and, if necessary, providing disaster prevention facilities.
The support targets are recipients and near-poor groups under Article 2 of the National Basic Living Security Act, seniors aged 65 or older living alone under the Elderly Welfare Act, multicultural families under Article 2 of the Multicultural Families Support Act, disabled persons under Article 2 of the Act on Welfare of Persons with Disabilities, and single-parent families headed by youth under Article 3 of the Framework Act on Youth and under Article 4 of the Single-Parent Family Support Act.
The application period is from April 20, 2026 to May 20, 2026, for one month. Eligible applicants should visit their local administrative welfare center to fill out and submit an application form. Required documents include the disaster-vulnerable group facility support application form, consent form for the collection and use of personal information, and documents proving eligibility (such as a disability card or certificate of benefit receipt).

An Icheon City official stated, "We will continue to carry out preemptive safety inspections and disaster prevention facility support so that disaster-vulnerable groups can live in safer environments," adding, "We hope that all eligible applicants will apply within the period."
