Gwangju City Begins Distribution of High Oil Price Compensation...Up to 600,000 Won in Support
Task Force Established and Local Application Windows Operated
Phased Application Process Begins on April 27
Gwangju City has initiated procedures to provide compensation of up to 600,000 won to alleviate the financial burden on citizens caused by high oil prices. The city has established a dedicated task force and is operating application windows at local administrative welfare centers to facilitate the payment process. From April 20, eligibility pre-verification will begin, and from April 27, applications will be accepted in phases.
Gwangju City announced on April 20 that it has formed and put into operation a “High Oil Price Compensation Payment Task Force (TF)” to ensure the swift distribution of compensation. The dedicated team oversees the entire compensation payment process, including the operation of application windows, management of prepaid card supply and demand, determination of recipient eligibility, and processing of appeals.
The amount of compensation will vary according to income levels. Basic livelihood security recipients will receive 600,000 won, while households in the lower-income bracket and single-parent families will receive 500,000 won. For general households in the bottom 70% income bracket, as determined by health insurance premium payment standards, 150,000 won will be provided per person. Eligibility can be confirmed from April 20 through the National Secretary Pre-Notification Service.
The application process will proceed in two phases. The first phase will run from April 27 to May 8 for basic livelihood security recipients, lower-income bracket households, and single-parent families. The second phase will take place from May 18 to July 3 for households in the bottom 70% income bracket and those who did not apply in the first phase.
During the first week of applications, a day-of-the-week system will be applied based on the last digit of the applicant’s year of birth: Mondays for 1 and 6, Tuesdays for 2 and 7, Wednesdays for 3 and 8, Thursdays for 4 and 9, and Fridays for 5 and 0. However, as May 1 is designated a public holiday during the first payment period, both those with birth years ending in 4 or 9 and those with ending digits 5 or 0 may apply on April 30.
Applications can be submitted both online and offline. Online applications are available 24 hours a day through the websites and apps of nine card companies (KB Kookmin, NH Nonghyup, Lotte, Samsung, Shinhan, Woori, Hana, Hyundai, and BC), as well as through Kakao Bank/Pay, Toss, K Bank, and Naver Pay. For offline applications, credit and debit card top-ups can be done at the relevant bank branches, and prepaid cards can be collected at local administrative welfare centers.
The distributed compensation must be used by August 31; any unused funds after this period will expire. Usage is limited to small businesses in Gwangju with annual sales of 3 billion won or less. The funds can be used at traditional markets, local supermarkets, restaurants, cafes, hospitals, pharmacies, and convenience stores that are franchise affiliates, but cannot be used at entertainment or gambling establishments, online e-commerce, large supermarkets, or department stores.
