Prosecution Arrests Wage Arrears Offender in His 50s
Clue to Suspect's Whereabouts Found in Rambling Anonymous Letter

The prosecution has arrested and detained a habitual wage arrears suspect who had been evading investigative authorities for years, tracking him down based on a single anonymous letter. The case, which was on the verge of being buried due to the expiration of the statute of limitations, was quickly reopened after the authorities detected relevant circumstances in a letter sent by an informant, leading to the suspect's apprehension.
According to the legal community on April 20, the Criminal Division 2 of the Wonju Branch of the Chuncheon District Prosecutors’ Office (headed by Prosecutor Shin Youngsam) obtained an arrest warrant from the court on April 15 for a man in his 50s, referred to as Mr. A, on charges of violating the Labor Standards Act and abetting a criminal's escape.
Mr. A is accused of failing to pay approximately 38 million won in wages and severance pay to employees who retired from his company between January 2021 and October 2022. In April 2023, when the prosecution began investigating him, he expressed his intention to seek criminal mediation. However, he fled during a temporary suspension of the investigation.
As Mr. A’s whereabouts became unknown, a total of 17 investigations, including two cases suspended by the prosecution and 15 by the police, came to a halt. Mr. A had previously avoided punishment in 2018 due to the expiration of the statute of limitations, and in this case as well, he exploited the relatively short five-year statute of limitations for violations of the Labor Standards Act to extend his time on the run.
The case, which had been at a standstill, took a turn on April 9 with the arrival of an anonymous letter submitted to the prosecution. The letter was sent by Mr. B, an acquaintance and creditor of Mr. A, stating, “It seems I will not be able to recover the debt from Mr. A.” Prosecutor Choi Seunghoon, who was in charge of the case, identified from the letter that Mr. B was aware of Mr. A’s current location and immediately summoned Mr. B.
The investigation revealed that Mr. A had pressured Mr. B into aiding his escape. Mr. A threatened Mr. B, saying, “If I am arrested, I won’t be able to repay you,” and received the use of a residence, mobile phone, vehicle, and check card all under Mr. B’s name. It was also confirmed during the investigation that Mr. A had instigated Mr. B to make a false statement to authorities claiming he did not know Mr. A’s whereabouts.

The prosecution succeeded in arresting Mr. A just four days after receiving the letter, preventing the case from being buried by the impending expiration of the statute of limitations. At the same time, the prosecution booked Mr. B on charges of aiding a criminal’s escape and reopened all 17 cases that had been previously suspended. The prosecution stated, “We will continue to strictly crack down on habitual wage arrears offenders who threaten workers’ livelihoods.”
