Lowering Barriers to Reporting Corruption Through Anonymous Channels
Gwangju Buk-gu has launched a strong anti-corruption policy initiative this year, aiming to achieve the top rating (Grade 1) in the Comprehensive Integrity Assessment by the Anti-Corruption and Civil Rights Commission.
According to Buk-gu on the 29th, the district has established the "2026 Comprehensive Plan for Anti-Corruption and Integrity Enhancement" and has begun implementing detailed action items in earnest, with the goal of providing governance trusted by residents.
This plan, which is aimed at "implementing trusted and transparent administration that both residents and public officials can experience together," is structured around three major strategies and 33 key focus tasks.
First, the "Integrity Growth Team," headed by Buk-gu Mayor Moon In, will serve as the control tower. The team consists of 27 departments closely related to external integrity, such as licensing, subsidies, and contracts, and 4 departments tied to internal integrity, including organizational culture, HR, and budgeting. These departments form the working group to ensure systematic policy implementation.
Measures to enhance transparency through resident participation and communication have also been established. By operating the "Integrity Happy Call" system, the district proactively identifies inconveniences or corruption risk factors experienced by residents during civil petition processes. In addition, 30 "Citizen Auditors" have been appointed to directly participate in the district's audit processes, thereby increasing administrative accountability.
A voluntary system for eradicating corruption within the public sector has also been introduced. When public officials interact with stakeholders in the course of their work, they are required to record the interaction under the "Integrity Record System." Furthermore, the anonymous communication channel "Uchiro77 Bamboo Forest" has been established to lower the barriers for reporting power abuse or misconduct.
Buk-gu's strategy is to secure the highest rating of Grade 1 this year, building on its achievement last year as the only district in Gwangju to receive a Grade 2 in the Comprehensive Integrity Assessment.
