"Left Behind When Denied Boarding?" Surge in Pet Abandonment Cases at U.S. Airports
Pets Cannot Board Without Proper Documentation
Ignoring Basic Procedures Leads to Abandonment
Repeated Incidents Highlight Need for Systemic Reform
Recently, a series of incidents involving the abandonment of pets at airports across the United States has sparked public outrage. These cases often occur when travelers arrive at the airport without properly checking airline regulations for bringing pets onboard, and, after being denied boarding, choose to leave their pets behind at the airport.
According to a CBS report on March 22 (local time), there has been a surge in cases at both U.S. and international airports where pets are abandoned after being denied boarding due to incomplete documentation. CBS cited a recent example in which a man in his 40s from Texas, identified as Mr. A, was charged on the afternoon of March 19 for abandoning his dog on a road near Pittsburgh International Airport.

Mr. A initially claimed that a ride-hailing driver had abandoned the dog, but an investigation revealed that he had left the dog at the airport himself after learning the animal would not be permitted to board the flight. The dog is now being cared for in a temporary foster home, while Mr. A has been put on trial on charges of animal cruelty and abandonment.
A similar incident occurred last month. At Harry Reid International Airport in Las Vegas, a woman was arrested by police after attempting to leave her dog tied to the airline counter. She had failed to submit the necessary application to fly with her pet in advance, resulting in her being denied a ticket. Although airline staff informed her that “all required documents must be submitted beforehand,” she left the dog behind and proceeded to the departure gate.
To travel by plane with a pet at the airport, various requirements such as advance reservations, vaccination certificates, and quarantine documents must be met. Especially for international travel, quarantine standards are strict, and there are frequent cases in the U.S. where passengers are denied boarding because they arrived at the airport unprepared. CBS

The woman reportedly claimed, “There’s a tracking device, so I can find it again.” However, she was eventually arrested on charges of animal abandonment and obstruction of official duties, and the dog was transferred to a shelter. Even after a significant period, she did not return to reclaim her pet.

When traveling by plane with pets at the airport, various conditions—such as advance reservation, vaccination certificates, and quarantine documents—must be met. Especially for international travel, quarantine requirements are strict, so it is not uncommon in the United States for passengers to be denied boarding after arriving at the airport without proper preparation. Some passengers, unable to find a way to take their pets back home in such situations, ultimately decide to abandon them. As a result, there are growing calls to review the overall system and public awareness regarding the transportation of pets.
