Meeting with WSJ’s First Female Editor-in-Chief to Follow
On March 23, President Lee Jaemyung will preside over the 59th Central Integrated Defense Council meeting at the State Guest House of the Blue House. President Lee is expected to review the government's defense posture in response to a rapidly changing international security environment and emphasize the need for unwavering public activity. Following this, he will meet with Emma Tucker, the first female editor-in-chief of The Wall Street Journal (WSJ).
The Central Integrated Defense Council meeting serves as a forum for key government, military, and civilian figures to assess the integrated national defense posture and review the results of major initiatives. Since its inception in January 1968, the Integrated Defense Act has mandated that the meeting be held once annually.
This marks President Lee's first time presiding over the Central Integrated Defense Council meeting. Although the Prime Minister is the official chair under current law, the President may lead the meeting depending on circumstances. In the previous administration, President Yoon Suk Yeol chaired the meetings in 2023 and 2024, except during the impeachment proceedings last year. President Lee's participation this year aims to underscore the importance of defense readiness amid heightened security concerns and to elevate the status of related policies.
During the meeting, President Lee will be briefed on key integrated defense agenda items. The Chairman of the Joint Chiefs of Staff will present an "Assessment and Direction of Integrated Defense Posture," while the Civil Defense Director of the Ministry of the Interior and Safety will deliver an "Assessment and Direction of Civil Defense Posture." Korea Gas Corporation will address "Response Measures to Damages Caused by a Large-Scale Gas Refinery Explosion" as an agenda item.
In particular, President Lee plans to receive a report from the National Intelligence Service on the "Outlook for North Korea's Situation This Year." North Korea's economy was hit by strict border closures during the COVID-19 pandemic, but is now said to be showing signs of recovery following the Russia-Ukraine war. Analysis of the 9th Party Congress held in North Korea earlier this year and its implications is also expected to be discussed.
There is also interest in whether recent developments in the Middle East will be discussed. Following U.S. and Israeli airstrikes on Iran, the Strait of Hormuz has been blocked, and the Trump Administration continues to request troop deployments from its allies. As concerns have grown over energy supply disruptions and broader economic security, related discussions may take place.
A large number of participants from the public, private, and military sectors are expected to attend the meeting. From the Blue House, Chief Presidential Secretary Kang Hoonshik and National Security Advisor Wi Sungrak will participate. From the government side, Prime Minister Kim Minseok, ministers and vice ministers from various ministries, metropolitan mayors and provincial governors, the Chairman of the Joint Chiefs of Staff, the Army, Navy, and Air Force Chiefs of Staff, the Director of the National Intelligence Service, and officials from the National Police Agency, Korea Coast Guard, and National Fire Agency will be present. The private sector will be represented by the President of the Korea Veterans Association and the Head of the Jeju Regional Headquarters of Korea Gas Corporation.

Meanwhile, after the meeting, President Lee will meet with WSJ editor-in-chief Tucker. Tucker became the first female editor-in-chief in the 133-year history of the WSJ in 2022. An Oxford graduate, she worked at the Financial Times in the UK before serving as editor of the Sunday Times, the weekend edition of The Times, from 2020. During her tenure, she was credited with significantly increasing digital subscriptions.
