View original imageThe Gangwon RISE Committee is the highest decision-making body for RISE-related projects within the province. It consists of 20 members, including co-chairs Governor Kim Jin-tae of Gangwon Special Self-Governing Province and President Jeong Jaeyeon of Gangwon National University, as well as university presidents, provincial assembly members, heads of innovation organizations, representatives of economic organizations, and media executives. The committee is responsible for deliberating and approving key policy directions and project implementation matters, such as the Gangwon RISE implementation plan.
The "2026 Gangwon RISE Implementation Plan," finalized on this day, includes targets such as increasing advanced industry sales by 1 trillion won and fostering 10,000 specialists in advanced industries, all aimed at creating jobs linked to local industries. In addition, the plan sets goals of achieving a 20% local settlement rate and raising the community vitality index to the national top three, aiming to improve quality of life in the region. To this end, the province plans to provide a total of 108.3 billion won in support to local universities this year.
This year marks the second year of the Gangwon RISE project. A performance-based management system will be fully introduced, allocating budgets differentially based on the results of each university's self-evaluation of their 2025 projects. Through this, the province aims to strengthen ties with strategic industries and focus on tangible outcomes based on selection and concentration strategies.
In particular, while the first year focused on selecting projects and participating universities, the second year will emphasize enhancing and deepening project outcomes. The results of the first-year performance evaluation will be reflected in the allocation of the second-year budget, thereby reinforcing a performance-based financial investment system. In addition, the province plans to activate governance by forming and operating specialized committees to review Gangwon RISE Committee agenda items and by running working-level councils among the province, the center, cities and counties, and universities. Furthermore, the province will actively promote the Ministry of Education's wide-area cooperation projects based on the "Five Poles and Three Specializations" growth strategy, while expanding strategic industry cooperation with other local governments.
Meanwhile, through evaluations by the selection evaluation committee, the Gangwon RISE Committee selected additional Gangwon RISE projects for six universities covering eight projects, totaling approximately 8.2 billion won. Gangwon Special Self-Governing Province (Gangwon RISE Center) will notify each university of the selection results, and after a 10-day objection period, the final selections will be confirmed between April and May.
