Its establishment was officially included in the government's Fourth Basic Plan for Space Development, and the project is now entering the full-scale implementation phase.
With site selection scheduled to proceed in anticipation of opening in 2028, Suncheon City is highlighting its justification for hosting the agency by positioning itself as "the city that will complete the balance and connection of the national space industry."
Currently, South Korea's space industry functions are dispersed by region: Daejeon is responsible for research and development, Sacheon in South Gyeongsang Province handles administration, and Goheung in South Jeolla Province is the launch center. However, there is no "intermediate hub" to organically connect these areas.
This is precisely where Suncheon offers a new solution. Rather than simply adding new functions, the city aims to become a "connecting city" that integrates research, policy, and industry, thereby completing the national space industry structure. This approach draws attention as it represents an issue of national industrial system design rather than mere location competition.
The Space and Aerospace Industry Promotion Agency is not a factory, but an institution focused on policy and support functions. Therefore, what matters is not only industrial infrastructure but also an environment where people can live and work.
Suncheon stands out in this regard. The city has a residential environment that combines housing, education, culture, and tourism, and offers excellent accessibility as a transportation hub of the southern coast. In fact, Suncheon is highly preferred as a place to live within the Gwangju and South Jeolla region and is evaluated as a city with a stable living foundation.
This is not just a matter of convenience but is a crucial factor for attracting and retaining talent over the long term. While the space industry is a high-tech sector, its foundation is very tangible. The core of launch vehicles and satellites lies in traditional sectors such as steel, chemical, and precision parts industries.
Suncheon is adjacent to Gwangyang's steel industry and Yeosu's chemical industry, and material and component companies are clustered around the Haeryong Industrial Complex. In addition, the city boasts logistics networks through ports, railways, and highways, forming a structure that enables both production and supply at the same time.
In other words, the "invisible roots" of the space industry have already been formed around Suncheon.
The space industry is a strategic sector directly linked to national security. If functions are concentrated in a specific region, risks inevitably increase. Accordingly, the global trend is to emphasize a "cluster-type structure" that distributes functions across regions.
Suncheon City is proposing the creation of a national space and aerospace cluster connecting Daejeon (R&D), Sacheon (administration), Suncheon (industry promotion), and Goheung (launch). This strategy is not about regional competition, but about enhancing national competitiveness through the allocation of roles.
In particular, the Jeonnam region lacks policy and support infrastructure compared to the scale of its industry, making the need for the agency's presence in terms of balanced regional development even more compelling.
Suncheon's strategy goes beyond simply attracting industry. The city aims to establish a new model by connecting the space industry with all aspects of urban life.
Plans are in progress to expand into various fields, including satellite data industries utilizing environmental and ecological resources, content industries combined with animation and webtoons, and citizen-participation space experience programs.
This approach distinguishes Suncheon as not just an "industry-centered city" but a "future-oriented space city that combines life and industry."
Suncheon City has already formulated a five-year plan for the space and aerospace industry and is implementing step-by-step strategies such as satellite development, building a defense industry cluster, and attracting companies.
If the city succeeds in attracting the Space and Aerospace Industry Promotion Agency, it is expected to emerge as a new national space industry hub where policy, industry, and daily life are fully integrated.
An official from Suncheon City stated, "The Space and Aerospace Industry Promotion Agency is not just a relocation of an institution, but a key axis connecting national space policy and industry," adding, "Suncheon is a prepared city encompassing industry, a residential environment, transportation, and culture."
