Garak Plaza Apartment to Be Reconstructed into a Large-Scale Complex with 1,059 Units
524-Unit Residential Complex Planned for Sadang District 5
Yangpyeong Shindonga Apartment Redevelopment: 400% Floor Area Ratio, 777 Units to Be Supplied
The Seoul Metropolitan Government announced on March 5 that it had conditionally approved three urban renewal projects at the 4th Integrated Urban Renewal Project Committee meeting: the reconstruction of Garak Plaza Apartment in Songpa District, the reconstruction of Sadang District 5 in Dongjak District, and the reconstruction of Yangpyeong Shindonga Apartment in Yeongdeungpo District.
First, Garak Plaza Apartment, located at 199 Garak-dong, Songpa District, will be reconstructed into a residential complex with up to 34 floors and 1,059 units. Built in 1985, the existing complex consists of 12 floors and 672 units but will be transformed into 11 buildings with up to 34 floors and 1,059 units, including 106 public rental units.
The site was designated as a redevelopment zone in 2017 and received approval for the management and disposal plan in 2025. As of the article’s publication date, resident relocation has been completed. The project is expected to be launched with the goal of commencing construction in the second half of 2027.
The complex is adjacent to Gaerong Station on Subway Line 5 and is close to green spaces such as Dudemineighborhood Park, Munjeong Neighborhood Park, and Jangji Park. A public pedestrian passage connecting the northwest green belt and the southeast Munjeong Neighborhood Park will be established to improve the pedestrian environment and green network. Community facilities such as a small library and a local culture center will be built around the public pedestrian passage. The committee requested additional improvements to the pedestrian environment of the public passageway.
With this decision, approximately 4,200 housing units are expected to be supplied in the Garak-dong area. Other urban renewal projects, such as Garak Sanga 1-cha, Garak Geukdong, Samhwan Garak, and Garak Miryung Apartments, are also underway nearby, accelerating the overall improvement of the local residential environment.
In Sadang District 5 of Sadang-dong, Dongjak District, 524 housing units will be supplied. The site is located between Sadang Station (Subway Lines 2 and 4) and Namsung Station (Line 7). After being designated as a redevelopment zone in 2017, the integrated review was conducted following a change in the redevelopment plan in 2025.
The complex will be constructed with up to 20 floors, and a flexible height plan was applied so that the height of some sections is reduced to harmonize with the surrounding residential area. The design will adhere to the existing topography as much as possible to create a community that blends into the neighborhood. The committee requested improvements to the main entrance of the underground parking lot.
In addition, Yangpyeong Shindonga Apartment, located at 20 Yangpyeong-dong 1-ga, Yeongdeungpo District, will be rebuilt as a residential complex with 777 units at a floor area ratio of 400%. The complex, originally built in 1982 with 495 units, was planned for a 300% floor area ratio in the 2011 redevelopment plan, but the project was delayed for a long period due to insufficient profitability. However, as regulatory relief by the Seoul Metropolitan Government improved business conditions, the project is now moving forward. After obtaining approval for the project implementation plan and management and disposal plan, construction will begin in 2028.
The complex will create a pedestrian-oriented frontage to form an open living street, and community facilities such as a daycare center, an after-school care center, and a senior citizen center will be opened to the local community. Additionally, a view corridor towards Anyangcheon Stream will be secured, and the façade design will be differentiated so that the waterfront landscape and urban infrastructure harmonize within the residential complex. During the integrated review, the committee requested improvements to the complex façade plan to enhance residential stability.
