With growing interest among Changwon citizens regarding the relocation of the Changwon Special City government building, Jomyongrae, a preliminary candidate for Mayor of Changwon Special City in Gyeongnam Province, pledged to residents that he would relocate the integrated city hall to Masan Marine New City and achieve balanced development across the three regions of Masan, Changwon, and Jinhae.
On March 5, preliminary mayoral candidate Jomyongrae held his "First Policy Press Conference" in the briefing room of Changwon City Hall, centering on his pledge to relocate the integrated city hall to Masan Marine New City.

View original imageHe stated, "I am here today to transform the integration of Changwon Special City into coexistence," and added, "By relocating the integrated government building to Masan Marine New City, I will highlight the unique characteristics of each area. This will be the first step toward achieving balance among the three regions of Masan, Changwon, and Jinhae."
He emphasized, "The population of Changwon Special City, which once reached 1.08 million, dropped to around 990,000 in 2024. The youth population has decreased by as much as 27.6%. The loss of vitality in Masan and Jinhae is due to the failure to achieve balanced integration."
He added, "The collapse of balance among the three regions does not simply end as a crisis for Masan and Jinhae. If Masan and Jinhae decline, the consequences will inevitably return to Changwon as well."
Jomyongrae strongly asserted that "relocating the integrated city hall to Masan Marine New City is a step toward restoring the promises made to citizens."
He said, "Back in 2010, the Changwon Special City Integration Preparatory Committee promised to designate Masan as the location of the city hall, but political interests broke the trust with citizens of Changwon. Through this policy, I intend to restore that trust."
He also explained, "Masan Marine New City, where 340.3 billion won in public funds has been invested, is now at risk of becoming a burden due to repeated failed private sector bids and legal disputes. By establishing the integrated city hall as a solid public anchor, I will drive development and create a new landmark."
Jomyongrae stressed that "planning and finance" should be based in Masan, "economic and corporate administration" should be in Changwon, and "port, logistics, and tourism" should be centered in Jinhae.
He clarified that the relocation of the integrated city hall is not a "zero-sum game." He said, "Moving the integrated government building will be the first step toward coexistence and synergy, leveraging the strengths of Masan, Changwon, and Jinhae to support one another. Masan will serve as the control tower for planning, finance, and balance; Changwon, with its second government complex, will become the engine for economic and corporate administration; and Jinhae, by capitalizing on its port, logistics, and tourism specialties, will grow as a hub for autonomous governance."
He also stated, "Even after the integrated city hall relocates, the second city hall in Seongsan-gu will continue to handle corporate support work. We plan to legalize and reorganize areas with mismatched land uses by fully revising district unit plans and utilizing the public contribution system. Through active redevelopment, we aim to develop Seongsan-gu to the level of Gangnam."
Regarding the relocation, Jomyongrae pointed out, "The cost of maintaining the 45-year-old Changwon City Hall building will continue to rise. Now is the time for a new beginning." He pledged, "To address concerns that moving the integrated city hall farther away may inconvenience administrative services, we will thoroughly bridge the gap with a digital twin civil service center."

He further stated, "We will establish a public discussion committee to facilitate the relocation of the integrated city hall to Masan Marine New City, and transparently examine the costs and social impacts involved in the process. By regaining the lost promises made to citizens in 2010, we will lay the foundation for each of the three regions to maintain their unique identities and thrive."
