Wonju City in Gangwon Province has moved to improve regulations to vitalize the data industry. It has become the only local government in the country to create a leading case of easing installation standards for on-site parking lots at data centers through an ordinance revision.

View original imageThe city revised the "Wonju City Ordinance on the Installation and Management of Parking Lots" to ease the installation standards for on-site parking lots at data centers from 1 parking space per 400 square meters of floor area, as stipulated in the existing Parking Lot Act, to 1 parking space per 500 square meters. The revised ordinance was promulgated and enforced in February 2026.
This revision was pursued following suggestions raised at the 2025 on-site corporate regulation roundtable and the joint roundtable of the province and the Industrial Convergence Promotion Ombudsman. It reflects on-the-ground feedback that, because data centers are operated mainly in an automated and unmanned manner, they have relatively few resident staff and visitor vehicles, so the previous standards did not match reality. In addition, based on data provided by the Korea Data Center Council, the city analyzed the current status of parking utilization at data centers and secured objective grounds for the need to improve the system.
