Jeonju City Expands Implementation of Public Transportation Fare Support System "K-Pass"
Full Introduction of "Modeuui Card (Everyone's Card)"
Higher Refund Rate for Seniors Aged 65 and Older (20% -> 30%)
Jeonju City is reorganizing its public transportation support system, the "K-Pass," which allows users to receive higher fare discounts depending on their age and usage amount, in order to realize customized transportation welfare.
On the 19th, Jeonju City announced that starting this year it has revamped the K-Pass public transportation support system by expanding the basic K-Pass to increase benefits for public transportation users aged 65 and older, and by introducing the flat-rate K-Pass called "Modeuui Card (Everyone's Card)" so that high-frequency users can receive additional benefits.
The core of this reorganization is the introduction of the flat-rate "Modeuui Card (Everyone's Card)." If a user’s public transportation spending exceeds a certain threshold, the entire amount exceeding that threshold is refunded.
The refund threshold varies depending on age and household type. Specifically, if monthly usage exceeds 55,000 won for the general category, 50,000 won for youth, seniors, and two-child households, or 40,000 won for households with three or more children and low-income households, the entire amount exceeding each respective threshold will be refunded.
Through this, Jeonju City expects that regular users such as commuters and students will see a tangible reduction in their transportation costs.
In addition, starting this year the refund rate for seniors aged 65 and older under the basic K-Pass has been raised from the previous 20% to 30%.
The K-Pass can be used by obtaining a dedicated transportation card issued by 27 card companies, including KB Kookmin Card and Nonghyup Card. Users must complete membership registration and card registration through the K-Pass app or website to receive refund benefits.
Without any prior selection by the user, the refund method is automatically set by the system to whichever option (basic type or Modeuui Card) is more advantageous, based on that month’s public transportation usage. It is valid for all public transportation nationwide, including city buses, village buses, and subways, and can be used freely not only in the Seoul metropolitan area but also in all local regions, and is therefore expected to help promote public transportation use across the country.
The K-Pass will operate in parallel with existing commuter passes, and citizens can freely choose the option that best fits their travel patterns.
To ensure that more citizens can easily use the system, Jeonju City is providing in-person services at Jeonbuk Bank, credit unions, and Saemaul Geumgo branches when issuing cards, including guidance on membership registration and support for on-site registration. In particular, the city is focusing on on-site promotional activities to improve accessibility for the elderly and digitally vulnerable groups.
In practice, from January 16 to February 3, Jeonju City distributed leaflets and provided detailed explanations on how to use the system and the refund procedures to a total of about 2,900 people at major events, including the launch ceremony for senior public-interest activity participants (1,175 people), senior job training at Hyoja Senior Club (626 people), and integrated training for the Senior Capacity Utilization Project Group of Jeonju Senior Club (1,131 people).
