View original imageOn the 12th, Kim Youngrok, governor of Jeollanam-do, officially announced the "Y4-nomics Declaration for a 4-Million Jeonnam-Gwangju Integrated Special City" together with the "Jeonnam-Gwangju 3+1-Axis Industrial Grand Revival Vision."
Governor Kim stated, "We now stand at a historic turning point, not for a simple administrative integration, but for redrawing the future industrial map of the Republic of Korea," adding, "The core of this administrative integration is the economy."
He went on to stress, "By fostering industries so that companies invest, jobs increase, young people return, and the population grows, we will open the era of a '4-million Integrated Special City' with a new 'Y4-nomics' vision."
Governor Kim said, "Y4-nomics is a national economic strategy in which Jeonnam and Gwangju will move beyond the Seoul metropolitan area-centered single-core system and become a new vertical growth axis (Y-Core) composed of four zones, with youth at its center."
He continued, "We will turn Jeonnam and Gwangju into a new growth coordinate of the Republic of Korea where young people can return and write their own success stories." To this end, he added, "Jeonnam Province will aim to attract a population inflow of 800,000 people and investment of 450 trillion won, and will immediately launch a '4-Million Special City Corporate Attraction Task Force' headed by the governor, devoting all efforts to attracting key companies."
Governor Kim said, "We will reorganize the Jeonnam-Gwangju Integrated Special City into four major zones, a '3+1-axis' structure, by adding a new southern zone to the existing three axes of the Gwangju zone, western zone, and eastern zone," and added, "We will complete the 4-million Special City by creating specialized industrial complexes and advanced industrial new towns with a total area of 40 million pyeong."
In the Gwangju zone, a global mega-cluster focusing on AI, semiconductors, future mobility, and bio industries will be created on a total site of 10 million pyeong, including 5 million pyeong of industrial land and 5 million pyeong for a supporting city. Governor Kim said, "We will establish a national NPU-dedicated computing center, an AX demonstration valley, and an AI mobility new town to complete the foundation for directly testing AI technologies in industrial and urban environments and commercializing them."
He added, "On the relocation site of the Gwangju civil and military airports, we will design an advanced new town that surpasses Pangyo Techno Valley and build an 'Advanced Convergence Industrial Complex' as the head of the semiconductor cluster."
He further emphasized, "In the Gwangju-Jangseong Advanced Industrial Complex, we will create an advanced packaging cluster to complete a semiconductor supply chain that covers everything from design to back-end processes." In addition, he said, "We will build a 2.2 million-pyeong future vehicle industrial belt and strengthen the production capacity of automotive semiconductors, while attracting large-scale investment from related companies such as LG Innotek."
He also stated, "Based on the Gwangju advanced medical device cluster and medical cluster, we will foster the biohealth industry, and by creating an advanced biohealth convergence complex linking Gwangju and Hwasun, we will develop it into a wide-area medical industry hub capable of full-cycle support."
In the western zone, a Northeast Asian energy and marine hub focusing on energy, marine engineering, and advanced semiconductors will be established on a total site of 11 million pyeong, including 4 million pyeong of industrial land and 7 million pyeong for a supporting city.
Governor Kim said, "We will build an RE100 industrial base founded on offshore wind power and solar power," and added, "We will create the nation's first offshore wind power installation port in partnership with LS Group and establish the country's best anchor companies and equipment clusters to complete a full-cycle offshore wind power supply chain."
He went on to say, "In Solaseado, we will attract not only a national AI computing center and a global AI data center, but also global big tech companies such as OpenAI, Google, and Amazon, and we will build high value-added semiconductor fabs and a compound semiconductor ecosystem." He further stressed, "We will develop Muan International Airport into a gateway for semiconductor air logistics and foster a global aviation-specialized MRO industry."
In the eastern zone, a smart innovative manufacturing capital focusing on secondary batteries, semiconductors, robots, and space aviation will be created on a total site of 10 million pyeong, including 5 million pyeong of industrial land and 5 million pyeong for a supporting city.
Governor Kim said, "We will lead the era of the Fifth Industrial Revolution by attracting physical AI and robot production plants." He continued, "We will further expand the future advanced industry convergence complex and develop it into a core hub for secondary batteries and semiconductors," adding, "We will attract semiconductor fabs for robots and foster the core raw material industry for secondary batteries to turn the eastern zone into a forward base for advanced materials and parts supply chains and smart manufacturing."
He also emphasized, "We will transform the petrochemical industry into a high value-added sector and convert the steel industry to hydrogen-based direct reduction steelmaking, thereby reshaping the industrial structure into a low-carbon, high value-added system." Governor Kim said, "Together with GS Group, we will build a hydrogen industry convergence platform equipped with an LNG terminal, hydrogen pipeline network, and hydrogen port terminal, and complete a full-cycle hydrogen industry ecosystem."
In addition, he stressed, "We will attract a second space center to Goheung and create a space launch vehicle science complex similar to the Kennedy Space Center in the United States, while linking it with a defense industry innovation cluster, a dedicated launch site for defense satellites, and a drone combat training center to develop the region into a mecca of K-space and defense industries."
In the southern zone, a core hub for K-food and green bio will be built on a total site of 8 million pyeong, including 3 million pyeong of industrial land and 5 million pyeong for a supporting city. Governor Kim said, "We will build an industrial belt in which agriculture, fisheries, processing, and distribution are organically connected, and create a global export hub."
He continued, "Based on large-scale solar and other renewable energy, we will establish an RE100 food industry model and build an eco-friendly, low-carbon food production system." He further emphasized, "We will attract a large number of anchor companies among the top 100 food companies in Korea and build a full-cycle natural materials standardization hub to strategically foster the green bio industry."
