Seongnam City in Gyeonggi Province (Mayor Shin Sangjin) announced on the 12th that, pursuant to the Special Act on Maintenance and Support for Aging Planned Cities, it has formally proposed to the Ministry of Land, Infrastructure and Transport that the 2026 allocation for designation as special maintenance zones for the Bundang new town redevelopment project be increased from the existing 12,000 housing units to 30,000 units, in order to ensure smooth project implementation.

View original imageIn a letter sent on the 11th to the Minister of Land, Infrastructure and Transport under the name of Seongnam Mayor Shin Sangjin, the city stated, "Residents of the Bundang new town are showing their support for, and willingness to participate in, the government’s policy direction of transforming into a future-oriented city," adding, "Reflecting this strong commitment and aspiration for redevelopment among residents, we request a bold expansion of the 2026 allocation for designation as special maintenance zones."
In the letter, Seongnam City explained, "During the previous call for applications for pilot districts, Bundang displayed a strong willingness for redevelopment, with 59,000 housing units applying for designation as special maintenance zones, more than seven times the reference allocation. However, due to the limited allocation, tens of thousands of residents had to swallow the disappointment of being excluded." The city added that even now, with around 35 districts and some 50,000 households competing for the limited allocation of 12,000 units, demands for an increase in the allocation and related civil complaints are continuing.
Seongnam City stated, "Bundang is an area that has already proven its capacity through pilot district designation, by demonstrating swift administrative processing and a high rate of resident consent," and added, "Concentrating the maintenance allocation in areas that are ready is the most rational choice to enhance the effectiveness of the aging planned city maintenance policy."
The city went on to say, "If the approximately 17,000 unallocated units that were not absorbed last year by the four pilot new towns other than Bundang are reassigned to Bundang, where demand is clear, it will provide substantial help in achieving the government’s overall housing supply targets." The city also stressed, "Given that proposals for designation of special maintenance plans totaling around 50,000 units are expected again in 2026, securing the supply allocation on a reasonable scale will reduce wasteful competition among residents and serve as an opportunity to send a stable supply signal to the housing market in the Seoul metropolitan area."
Mayor Shin Sangjin of Seongnam City said, "Maintenance of aging planned cities is not just a simple redevelopment project; it is a pledge to the public to improve urban functions and support better residential conditions and quality of life for residents by redeveloping aging planned cities on a wide-area and systematic basis," adding, "We look forward to bold and full-scale decisions so that Bundang can become a success story in the reinvention of aging planned cities."

Meanwhile, taking this proposal as a starting point, Seongnam City plans to continue consultations with the Ministry of Land, Infrastructure and Transport and to concentrate all of its administrative capacity to ensure that the Bundang aging planned city maintenance project proceeds without setbacks.
