"Microscopic Review" of Ordinances Enacted Over 3 Years Ago Begins
Bold Repeals and Revisions to Follow Based on Evaluation Results
Wando County in South Jeolla Province will conduct a "Regulatory Legislative Evaluation" for the first time to ensure the effectiveness of its autonomous regulations and to protect the rights and interests of county residents.
On February 10, Wando County announced that it has introduced this evaluation system to check whether the ordinances currently in force are functioning in line with their original purposes in administrative practice and in the daily lives of residents.
At present, the county is enforcing a total of 538 ordinances. The number of ordinances has been increasing every year, and their impact on residents' lives has been growing. However, there have been pointed out shortcomings in the ex-post review system to verify whether these ordinances are being implemented in accordance with their legislative objectives.
In response, the county will carry out an in-depth evaluation of ordinances that were enacted or fully amended more than three years ago, excluding those that are purely technical in nature.
The main evaluation criteria will include: the achievability of the legislative purpose; whether the provisions of the ordinances are being implemented; whether revisions and enactments of higher-level laws and regulations are being reflected; and the status of the composition and operation of related committees. The county plans to closely examine the legality and validity of the ordinances using detailed, segmented indicators.
The evaluation process will proceed through the collection of opinions from the relevant departments and deliberation by the Legislative Evaluation Committee. Based on the committee's deliberation results, the county will decide whether to maintain, revise, or abolish the current ordinances.
In particular, this evaluation will not stop at a simple performance check; it will focus on strengthening follow-up measures so that the evaluation results actually lead to the improvement and reorganization of autonomous regulations.

A county official said, "What is more important than enacting ordinances is how effectively they are operated so that the benefits return to the residents," adding, "We will institutionalize legislative evaluations on a three-year cycle going forward, establish a systematic foundation for legal and regulatory administration, and contribute to enhancing the rights and interests of county residents."
