A shocking incident occurred in Germany in which a man in his 20s grabbed a teenage woman and jumped onto the oncoming subway tracks, resulting in both of their deaths. Amid a recent spate of violent crimes involving immigrants, this case has reignited debate over Germany's refugee policy and its public safety management system.
According to foreign media outlets such as The Sun in the UK, the incident took place at around 10 p.m. on January 29 at a subway station in the northeastern part of Hamburg, Germany.

Witnesses testified that the man exhibited strange behavior just before the incident. It was reported that he staggered toward the victim and said, "I'll take you with me."
Police investigations confirmed that the perpetrator was a 25-year-old man from South Sudan. He had a prior record of violent offenses and was reportedly under surveillance by German authorities. Notably, a few days before the incident, he had been arrested after an altercation with police at a brothel but was released after questioning, which has fueled further controversy.
The man is believed to have entered Germany in June 2024 through the United Nations High Commissioner for Refugees (UNHCR) humanitarian admission program. The victim, an 18-year-old Iranian immigrant, had been living in a women’s shelter in Norderstedt to escape domestic violence, adding to the tragedy of the case. Police stated that, so far, there is no evidence the two knew each other. Authorities are currently investigating the exact motive and circumstances of the crime.
A Series of Similar Violent Incidents in Germany
This case has amplified social shock in Germany, coinciding with a series of similar violent crimes. In 2021, a man at Frankfurt Central Station pushed a child onto the tracks, resulting in the child's death and nationwide shock. In 2023, a random stabbing attack in the Hamburg area left multiple people injured.
Additionally, last year, there was a report of a man with a history of mental illness attempting to push a citizen onto the tracks in the Berlin subway before being apprehended. According to German police statistics, there has been an increasing trend in recent years of violent incidents involving a combination of mental illness and social isolation.
Political Controversy Over Refugee Policy Spreads
This case has once again reignited political debate over Germany's refugee reception policy. In 2015, during the Syrian refugee crisis, Germany accepted a large number of refugees and strengthened its humanitarian policy. Since then, Germany has continued to accept refugees from war and conflict zones through United Nations and European Union (EU) cooperative programs. According to the German Ministry of the Interior, there are currently several million refugees and asylum seekers residing in Germany.

However, some political circles and civic groups have criticized the adequacy of crime prevention and mental health management systems. In particular, there have been pointed criticisms about the lack of a proper follow-up management system for individuals with criminal records or those assessed as high-risk. On the other hand, refugee advocacy groups argue that linking the entire refugee community to crime based on specific incidents is dangerous. They point out that there is limited scientific evidence to suggest the crime rate among refugees is particularly high compared to the overall population, and instead call for greater social integration and welfare support.
