Ulsan Announces Results of '2025 Ulsan City Administration Top 5' Survey
The 'Best City Policy of the Year' selected directly by Ulsan citizens truly stood out in scale.
Ulsan citizens chose the '7 trillion won SK-Amazon Web Services (AWS) Ulsan Artificial Intelligence (AI) Data Center Attraction' as the project that shined the brightest in Ulsan's city administration in 2025.
From November 26 to December 9, Ulsan City conducted a survey through its official website, asking citizens to select the best among 15 candidate projects representing Ulsan's 2025 city administration, and announced the '2025 Ulsan City Administration Top 5'.
The survey results were as follows: ▲1st place, the 7 trillion won SK-Amazon Web Services (AWS) Ulsan Artificial Intelligence (AI) Data Center Attraction ▲2nd place, the inscription of 'Bangudae Petroglyphs' as a UNESCO World Heritage Site ▲3rd place, free city bus fares for children and seniors ▲4th place, establishment of the nation's first 'Honorary Social Welfare Officer Activity Support Center' ▲5th place, Ulsan City's robust finances achieved by maximizing national funding and maintaining zero debt.
Citizen support was especially high for the attraction of the AI Data Center, which is expected to become a key driver for local economic revitalization by attracting investment and creating jobs, and for the international recognition of Ulsan's history and culture through the inscription of the 'Bangudae Petroglyphs' as a UNESCO World Heritage Site.
The '7 trillion won SK-Amazon Web Services (AWS) Ulsan Artificial Intelligence Data Center Attraction' marked a turning point, establishing Ulsan as the capital of artificial intelligence in South Korea by securing a core infrastructure for the AI era despite intense global competition.
The 'Bangudae Petroglyphs UNESCO World Heritage Site Inscription' provided an opportunity for Ulsan, the industrial capital, to evolve into a world heritage city embracing both history and culture, thereby enhancing citizens' pride and the city's value.
The 'Free City Bus Fares for Children and Seniors' benefited 5,000 children and 20,000 seniors daily, reducing transportation costs for citizens, improving convenience, and contributing to increased use of public transportation.
The establishment of the nation's first 'Honorary Social Welfare Officer Activity Support Center' played a role in identifying at-risk households early and building a welfare governance system through public-private-corporate cooperation, thereby addressing welfare blind spots.
'Robust Ulsan City Finances with Maximum National Funding and Zero Debt' refers to securing 3.5328 trillion won in national funding, the largest amount since Ulsan became a metropolitan city, and repaying 52.3 billion won in local bonds this year, significantly improving the debt ratio to around 11%.
Although not in the top five, other policies in the fields of culture, economy, and environment-such as 'Ulsan Child Culture Pass, Cultural Activity Support for Elementary Students,' 'First-ever Subcontract Amount Exceeding 2 Trillion Won, Driving Local Construction Vitalization,' and 'A City You Want to Visit Again, Clean Ulsan Clean-UP!'-also received significant attention from citizens.
An official from the city stated, "The seeds of change and innovation sown this year are bearing fruit in almost every field, including industry, economy, culture, transportation, and welfare," adding, "We will continue to steadily promote key projects so that Ulsan becomes a city all citizens can be proud of."
A total of 5,710 people participated in the survey, including 5,271 citizens and 439 members of the internal investigation team, such as city council members, reporters, and public officials.

Departments selected for the Ulsan City Administration Top 5 will receive plaques, and civil servants who promoted these projects will be awarded additional points in their work performance evaluations.
