Goseong County Begins Relocation of 22nd Division Chodo Company
Accelerating Hwajinpo Resort Complex Project
Anticipated Boost in Local Economic Recovery and Tourism Demand
Goseong County in Gangwon Province is set to officially launch the long-delayed "Hwajinpo International Resort Tourism Site Development Project" by holding a groundbreaking ceremony for the relocation of the 22nd Division Chodo Company, which serves as the project's flagship initiative.

View original imageThe "Hwajinpo International Resort Tourism Site Development Project" aims to establish a multi-purpose resort in the Hwajinpo area, with the relocation of the 22nd Division Bukjin Brigade Chodo Unit, currently stationed on the site, being the key flagship task. According to the signed memorandum of agreement for land donation and transfer, the Chodo Company will be relocated from Chodori in Hyeonnae-myeon to Machajin-ri.
Looking at the project's progress, approval for the relocation of the Chodo Company was obtained from the Ministry of National Defense in 2020. In 2025, approvals for the construction of defense and military facilities, amendments to the memorandum of agreement, requests for pre-demolition approval, and the selection of a construction contractor for the defense and military facilities were all completed. The construction is scheduled to begin in the middle of this year, with completion targeted for 2027.
The groundbreaking ceremony will be held on December 11 at 444 Machajin-ri, Hyeonnae-myeon. The event will include a project progress report, commemorative speeches, and a groundbreaking ceremony (first shovel event), with attendees from the Ministry of National Defense, the 22nd Infantry Division and its subordinate units, as well as officials from local organizations in Goseong-eup and Hyeonnae-myeon.
The CEO of Hoban Hotel & Resort stated, "With the groundbreaking for the military unit relocation, the project is finally becoming a reality. We will continue to share information about the project with local residents to seek better directions for its implementation and to broaden local consensus on tourism development in the Hwajinpo area."

The Goseong County Governor said, "By building the Hwajinpo multi-purpose resort, we expect to attract a stable flow of tourists to northern Goseong throughout the year. This will help address regional development imbalances and greatly contribute to the recovery of the local economy, which has long been stagnant due to military, cultural heritage, and environmental regulations, declining fishery resources, and the suspension of tourism to Mount Kumgang."
