This project was carried out as part of the Smart City Living Lab initiative, which aims to identify and solve urban problems together with citizens and businesses. The unveiling ceremony was attended by Lee Donghwan, Mayor of Goyang Special City; Han Donggyun, President of the Goyang Industry Promotion Agency; Kang Seungpil, President of Goyang City Management Corporation; and Kang Changoo, Chief of Ilsan Dongbu Police Station.

The AI Direction Recognition Scream Emergency Bell was developed through collaboration among 10 Goyang citizens, the Smart City and Women & Family Divisions of Goyang Special City, the Goyang Industry Promotion Agency, Goyang City Management Corporation, Ilsan Dongbu Police Station, and Elmines Co., Ltd. (the lead company) from the initial planning stage in May. This is the first demonstration case in Korea that integrates a voice and direction recognition AI emergency bell with CCTV.

The emergency bells were installed in nine sections of residential neighborhoods where civil complaints are frequent and where women often travel day and night. Reflecting the integration of smart AI technology, the city and the agency named this area the "Smart Family Safe Route Home," and the Ilsan Dongbu Police Station supported the installation of logo projectors and emergency bell information signs.

Traditional button-type emergency bells made it difficult for victims to press the button while avoiding the perpetrator, making a quick response challenging in emergencies. However, the AI Direction Recognition Scream Emergency Bell activates when the AI detects screams such as "Help me!" or "Save me!" The CCTV immediately rotates toward the direction of the scream, enabling the control center and police to respond rapidly to the incident.

Lee Donghwan, Mayor of Goyang, stated, "This project is meaningful because it was promoted through the joint efforts of citizens and various organizations. We will continue to work to further expand smart city technologies that can be felt in everyday life through ongoing collaboration with citizens, businesses, and institutions."
