Offshore Wind Power Support Pier to Be Built at Incheon New Port with 320 Billion Won in Private Investment
Ministry of Oceans and Fisheries Includes Project in Revised Fourth Basic Port Plan
Heo Jongsik: "Incheon Will Become a Hub for Offshore Wind Power"
A dedicated pier to support the construction of a large-scale offshore wind power complex off the coast of Incheon will be established at Incheon New Port.
According to data received by Assemblyman Heo Jongsik (representing Incheon Dong-gu and Michuhol-gu Gap) of the Democratic Party of Korea from the Ministry of Oceans and Fisheries on December 10, the Incheon New Port offshore wind power support pier project has been included in the revised Fourth Basic Port Plan. The Basic Port Plan is a statutory plan established every 10 years by the Ministry of Oceans and Fisheries under the Port Act.
Since announcing the Fourth Plan in 2020, the Ministry of Oceans and Fisheries has incorporated the offshore wind power support pier project into the revised plan to reflect changes in the port environment. Offshore wind power complexes require infrastructure capable of assembling, storing, and transporting heavy structures, making a dedicated support pier essential.

Built through private investment over approximately five years, the support pier will feature a quay length of 720 meters and three berths.
Assemblyman Heo emphasized, "Offshore wind power is essential for responding to the climate crisis and achieving carbon neutrality. The inclusion of this support pier demonstrates the strong commitment of the Lee Jaemyung administration to expanding renewable energy, including offshore wind power, and will serve as a cornerstone for Incheon to emerge as a true global hub for offshore wind power."
He added, "As the rear port area will be a key base for creating new economic opportunities in Incheon, we will work with various organizations to develop plans to expand it into a marine industry cluster."
Currently, four companies are pursuing offshore wind power complex projects in Incheon, and public-led offshore wind power complex development centered around the city and Ongjin County is also gaining momentum.
