Commercialization of Technology Expected to Generate Non-Tax Revenues
On December 9, Yeongcheon City announced that it had signed a non-exclusive license agreement with Jaeyoung Industrial, a company based in Cheonan, Chungcheongnam-do, for the "Calcium Chloride Solution Manufacturing Device." The city stated that it will now actively promote the transfer and commercialization of public technologies owned by the local government to the private sector.
This technology is a proprietary patent developed directly by Yeongcheon City employees to address issues encountered in the field. It is a device that improves the efficiency of manufacturing brine for de-icing purposes.

Through this agreement, Yeongcheon City will secure a down payment of 20 million won and royalties equivalent to 8% of annual sales. The commercialization of this technology is expected to generate stable non-tax revenues for the city.
The city plans to install equipment utilizing this patented technology at the snow removal equipment base in Hwabuk-myeon, conducting both prototype demonstration and data collection. Construction is scheduled to begin in March 2026, with a total project cost of approximately 500 million won.
Yeongcheon City intends to use this agreement as an opportunity to strengthen its capabilities in public technology commercialization and to expand new models for generating non-tax revenues based on technology.
A city official commented, "It is rare for patents held by local governments to be commercialized by private companies. It is very meaningful that technology developed directly by Yeongcheon City officials in the field can now be spread nationwide through a private company."
