Seongdong-gu Wins Six Awards in Regional Welfare Evaluation... Ranked No. 1 Nationwide for Integrated Care
The Only District Among 229 Local Governments Nationwide
Wins Awards in All Six Categories, Including the Grand Prize
Seongdong-gu, Seoul (headed by Mayor Jeong Wonoh), was recognized as the nation’s leading local government in welfare by being selected as an excellent institution in all six categories at the ‘2025 Regional Welfare Project Evaluation’ hosted by the Ministry of Health and Welfare.

View original imageThe Ministry of Health and Welfare’s Regional Welfare Project Evaluation is a public contest conducted to discover and promote leading and innovative best practices in local welfare among 229 local governments nationwide. Seongdong-gu was the only district in the country to be selected as an excellent institution in all six categories.
The district received a total of one grand prize, three top excellence awards, and two excellence awards in six areas: integrated support for medical and nursing care, results of the 2024 community welfare plan implementation, social service job creation, management of social welfare benefit fraud, provision of outreach health and welfare services, and operation of the Hope Welfare Support Team.
In particular, Seongdong-gu won the grand prize in the integrated support for medical and nursing care category by establishing a comprehensive local care system, including the development of home-visit integrated care services and linking discharged patients from hospitals and facilities. This achievement served as an opportunity to showcase the successful Seongdong-gu integrated care model nationwide.
After being selected as a pilot district for technology-supported integrated care in December last year, Seongdong-gu was evaluated as having focused on implementing integrated care support policies that set an example for other local governments in just 10 months. Despite being a pilot district without national funding support, the district’s multifaceted local efforts and new initiatives were recognized for enhancing the effectiveness and scalability of the Seongdong-gu integrated care model.
In preparation for the enforcement of the ‘Integrated Support Act for Local Care, including Medical and Nursing Care’ next year, the district strengthened its administrative control tower function through phased organizational expansion: establishing a dedicated team in January this year, setting up a dedicated department called the Integrated Care Office in March, and launching a district-level dedicated organization called the Integrated Care Bureau in October.
The district also expanded its health and medical infrastructure by advancing the ‘Filial Love’ home-visit health management project, operating a long-term care home medical center within the public health center, and establishing a smart healthcare center. Through the Seongdong-gu home care model ‘Fall Prevention Home Care,’ the district created a system that integrates support for improving residential environments and providing care.
In the results of the 2024 community welfare plan implementation category, Seongdong-gu received the top excellence award for various resident-centered social welfare projects promoted under the goal of “A City of Everyday Happiness Shared by All, Seongdong.”
In the social service job creation category, the district received the top excellence award for its innovative administration, including the nation’s first Seongdong-gu essential worker policy and improved treatment for women with career experience and social welfare workers. In the management of social welfare benefit fraud category, the district received the top excellence award for operating a dedicated task force, publishing a casebook, and conducting customized education and prevention campaigns, thereby preventing welfare budget leakage and enhancing professionalism at the same time.
In the provision of outreach health and welfare services category, the district received the excellence award by becoming the first district in Seoul to enact a related ordinance and activating welfare counseling channels at the district and neighborhood levels through the Seongdong Welfare Comprehensive Counseling Center and neighborhood welfare counseling specialists. In the operation of the Hope Welfare Support Team category, the district was recognized with the excellence award for its innovative welfare support system, including integrated case management for high-risk crisis households and resolving imbalances in welfare resources.
