The county was selected as the top institution after receiving high marks for expanding resident-tailored welfare services, strengthening support for vulnerable groups, and building a robust welfare safety net based on public-private cooperation.
The Community Social Security Plan is a statutory plan divided into a four-year mid- to long-term plan and annual implementation plans. The plan is established and implemented to reflect the needs of residents and the characteristics of the region, with the aim of improving the quality of local welfare services.
In this evaluation, the county achieved outstanding results and was recognized as a national model for initiatives such as operating the Hwasun Sapyeong Laundry Room, implementing a mobile village doctor system, providing one-million-won rental housing for young people and newlyweds, identifying and supporting those in welfare blind spots, and promoting resident-participatory welfare policies.
In particular, the Community Social Security Council was recognized for its excellence in public-private cooperation, as it engaged in various activities such as donation relays to improve residents' welfare and spread a culture of sharing, and proactively implemented specialized projects to address welfare blind spots through active collaboration between the public and private sectors, with voluntary participation from local residents.
Heo Seonsim, Director of Social Welfare, stated, "This award is a valuable achievement made together with the residents, and we will continue to pursue tailored welfare policies to create a Hwasun where all residents are happy."
