Launch of Support for Technology-Based Vocational Training
Andong City has established an institutional foundation to support people with disabilities in entering new technology professions.
The "Andong City Ordinance on Supporting Drone Education and Training for People with Disabilities," sponsored by Woo Changha, Member of the National Assembly (Seohu, Bukhu, Songha, People Power Party), passed the 263rd 2nd Regular Session of the Culture and Welfare Committee, paving the way for the systematic establishment of drone education for people with disabilities.

View original imageThis ordinance was enacted to strengthen the vocational capabilities of people with disabilities and to improve their access to technology-based jobs in line with the expansion of the drone industry.
The ordinance ensures the sustainability and effectiveness of education and training by including provisions for establishing drone education and training policies, fostering professional personnel, building cooperation systems with relevant organizations and groups, and providing grounds for project consignment and budgetary support.
There are still not many local governments that have institutionalized drone education for people with disabilities. While Gyeongsangbuk-do Province and Namwon City are considered leading examples, Andong City has lacked the necessary infrastructure. This ordinance is significant as it represents the first step in establishing an implementation framework tailored to the region.
Woo Changha stated, "Drones are utilized in various fields such as agriculture, wildfire prevention, and disaster management, and can become future-oriented professions for people with disabilities. I hope that the enactment of this ordinance will expand the foundation for independence among people with disabilities and lead to more inclusive job policies in Andong."

Andong City plans to establish an implementation system that includes designing educational programs, cooperating with specialized institutions, and consigned operations. Through these efforts, the city aims to support people with disabilities in entering technology-related jobs and to contribute to the revitalization of the local drone industry.
