This agreement was promoted to reinforce the mutual commitment between the city and the taxi industry regarding measures to improve taxi operation rates and enhance convenience for citizens, which are currently being pursued by Paju City. It also aims to foster the sustainable development of the local taxi industry.
As of December 2025, a total of 826 taxis are operating in Paju City. However, due to the city's wide geographical area, there is a significant mismatch between supply and demand during peak periods, such as commuting hours, causing considerable inconvenience for taxi users. While increasing the total number of taxis could provide a fundamental solution, strict limitations imposed by the Ministry of Land, Infrastructure and Transport's guidelines on taxi quotas make it difficult to secure additional taxis in the short term.
In response, Paju City and the taxi industry have reaffirmed their shared goal of prioritizing the improvement of the taxi operation rate-which serves as a key indicator for determining taxi quotas-as their top task for revitalizing taxi operations. Through this, they aim to expand taxi supply, boost taxi operations, and enhance convenience for citizens.
Under the agreement, Paju City will establish policies for the development of the taxi industry and actively support the taxi sector both administratively and financially. The industry and taxi drivers, in turn, have pledged to cooperate with the city's policies and strive to provide high-quality taxi services that citizens can use more conveniently.
Kim Kyungil, Mayor of Paju City, stated, "Taxis are an important form of public transportation that ensures safe and convenient mobility close to citizens' daily lives," adding, "I hope this agreement will serve as a meaningful turning point not only in resolving taxi shortages and improving service quality, but also in enhancing the treatment of taxi drivers."
