Wonju City in Gangwon Province has introduced an unmanned parking (payment) system at 18 spaces in the Pyeongwon-ro roadside public parking lot, with operations beginning at 9 a.m. on December 1, 2025.

View original imageThis project was implemented to address the low business feasibility and operational efficiency of outsourced management, as the parking spaces are sparsely distributed over a 600-meter section.
The project is a private investment initiative, with all costs from installation to operation covered by a private operator, and no financial resources from Wonju City are used. In addition, a portion of the parking revenue is paid to the city.
The newly introduced system is an Internet of Things (IoT)-based unmanned system with ground control. When a vehicle parks in a space, a ground device automatically rises. Upon departure, the device lowers after the parking fee is paid via a kiosk or other payment methods.
The operating hours are the same as the existing paid roadside parking zones. During winter, it operates on weekdays from 9 a.m. to 7:30 p.m., and during summer, from 8 a.m. to 8 p.m. on weekdays.
The first 10 minutes are free of charge, and a fee of 600 KRW is charged for up to 30 minutes. After that, 300 KRW is added for every additional 10 minutes, and once parking exceeds 2 hours, 400 KRW is charged for every 10 minutes. Payment can be made using a card via kiosk or QR code.
Discounts for eco-friendly vehicles and other reductions stipulated by ordinance remain unchanged. To apply for a discount, users can register once through the app or contact the operator's control center.
To minimize inconvenience for citizens due to the new system, Wonju City will assign dedicated staff at the site for three months to provide guidance on how to use the system and to address any complaints.
Based on the results of this pilot operation, the city plans to expand the unmanned parking system to other roadside parking lots where it is difficult to provide on-site management.
