Anticipation Builds for a "Global Education and Recreation Hub"
The "District Unit Plan for Education, Training, and Recreation Facilities," proposed and promoted by the Dongwon Educational Foundation, has passed the final review of the Pyeongchang County Urban and Architectural Joint Committee with "conditional approval." With this, the key administrative procedures for the project, which has been underway through phased steps for the past three years, have been completed.
Pyeongchang County in Gangwon Province announced on the 24th that the "2025 2nd Pyeongchang County Urban and Architectural Joint Committee" held in the county office's small conference room on the 20th reviewed the proposed district unit plan and approved it on the premise of fulfilling two specific conditions.
During the review, the committee set forth two conditions: ▲ adjustment and regularization of the district boundaries, and ▲ mandatory implementation of prioritizing educational facilities and measures to contribute to the local community.
The project involves the development of a large-scale mixed-use complex that combines educational and recreational functions on a 481,555-square-meter site in Hoenggye-ri, Daegwallyeong-myeon. The complex will include an international school, educational and sports facilities, dormitories, training centers, and condominiums. The total project cost is 361.3 billion won, and it will be pursued as a long-term project from 2024 to 2034.
Based on the results of this review, Pyeongchang County plans to proceed with the county management plan (district unit plan) decision and topographic map announcement within November. Afterward, the project will go through detailed design and development permit processes, with the goal of opening the educational facilities in the first phase by 2029 and commencing construction of the training and recreation facilities in 2031.
Dongwon Educational Foundation is expected to further solidify its regional coexistence plans in line with the mandatory implementation of measures to contribute to the local community, which was a condition for approval. These measures include allocating at least 10% of special admissions for local students, expanding participation of local businesses, prioritizing employment of local residents to contribute to the local economy, and operating a community center for residents to enhance community benefits.

The significance is great, as this decision enables Pyeongchang County to establish a new axis of regional growth encompassing education, training, and recreation functions."
