Goseong County Sets 2026 Budget Proposal at 431.5 Billion Won

Goseong County in Gangwon Province (Governor Ham Myeongjun) has set the proposed main budget for 2026 at 431.5 billion won and will submit it to the Goseong County Council on November 21. This represents an increase of 17.3 billion won (4.17%) compared to this year's main budget of 414.2 billion won. Despite a challenging fiscal environment due to decreased tax revenue, the county has mobilized all available resources to expand the budget, focusing on economic recovery and projects closely tied to residents' daily lives.

The general account stands at 412.6 billion won, up by 27.9 billion won (7.26%) from this year, while the special account has been reduced by 10.6 billion won (36.04%) to 18.9 billion won.

Looking at the changes in the general account revenue budget, local taxes and non-tax revenue increased by 2.2 billion won (5.56%) to 41.4 billion won. Local allocation tax rose by 10.9 billion won (5.6%) to 205.2 billion won. National and provincial subsidies increased by 12.3 billion won (9.29%) to 144.8 billion won, while adjustment grants and reserve income, as well as internal transactions, were each allocated 9 billion won and 12.2 billion won, respectively.

By major function, next year's proposed budget allocates 86.8 billion won (21.04%) to social welfare, 83.6 billion won (20.24%) to agriculture, forestry, maritime, and fisheries, 70.8 billion won (17.15%) to other sectors, and 47 billion won (11.39%) to culture and tourism.

Key projects by sector include: In the welfare sector, the county has allocated 29.5 billion won for the basic pension, 8 billion won for expanding senior employment and social activity support, 6.4 billion won for livelihood benefits, 2.2 billion won for self-support work programs, 1.6 billion won for local community job creation, and 800 million won for public building green remodeling projects. In the agriculture, forestry, maritime, and fisheries sector, allocations include 3.8 billion won for the Goseong Dundeun (Half-Price) Agricultural Material Support Project, 11.7 billion won for the revitalization of four fishing villages including Gonghyeonjin Port, 600 million won for the construction of the Bongdeurepodeure Fisheries Tourism Center, 800 million won for the Goseong RPC input improvement support project, 3.8 billion won for the establishment of rental venture factories, and 500 million won for feed reserve management stabilization funds for livestock farms.

In the culture and tourism sector, projects include 5.5 billion won for the Toseong Sports Park, 600 million won for the Hakya-ri Park Golf Course, 4.1 billion won for the Hwajinpo Marine Nuri-gil Trail, 1.5 billion won for the Jukdo Trail Deck Road, and 1.2 billion won for the Daejin Port Area Tourism Landmark Project. In the land and regional development sector, allocations include 2.2 billion won for the Oho-ri Neighborhood Revitalization Project, 1.5 billion won for basic housing benefit support, 1.6 billion won for improving living conditions in vulnerable rural and fishing areas, 1 billion won for the Baekchon Natural Disaster Risk Improvement District Maintenance Project, 600 million won for underground power line projects, and 1 billion won for military planning facility road construction projects.

In the environmental sector, the county has allocated 1.3 billion won for the Songjiho Ecosystem Restoration Project, 2.8 billion won for the Renewable Energy Convergence Support Project, 3.8 billion won for coastal maintenance, 2.6 billion won for the Ganseong Treatment District's old sewage pipeline maintenance, 2.4 billion won for the Goseong Integrated Water Purification Plant's water supply development project, and 2.1 billion won for the maintenance of key management areas (Ganseong, Geojin) in the sewage system.
