Goyang City Allocates 3.4218 Trillion Won for 2026 Budget: "Focus on Stabilizing Livelihoods and Investing in the Future"

Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) has prepared its 2026 budget proposal, focusing on stabilizing livelihoods and strengthening the foundation for future growth despite the economic slowdown and worsening fiscal conditions. The proposal was submitted to the city council on November 21.
The 2026 budget proposal amounts to 3.4218 trillion won, an increase of 81.3 billion won (2.43%) from this year. Of this, the general account is 2.8738 trillion won (up 64.2 billion won), and the special account is 548 billion won (up 17.1 billion won). Although the overall size has increased, the adjustment grant has decreased by 27.1 billion won, and national and provincial subsidies requiring city matching funds have increased by 67.8 billion won, resulting in a reduction in the city's actual available resources.
In response, the city has mobilized all available internal revenue sources, including local taxes and non-tax income. In particular, it actively reflected 7.5 billion won in revenue from the use of 'GoyangCon' and the expected surplus after settlement, and secured funds through intensive restructuring, such as significantly adjusting unnecessary routine expenses, customary projects, and subsidized projects with excessive city matching requirements.
Mayor Lee Donghwan stated, "Despite difficult fiscal conditions, we have prepared a budget proposal to stabilize livelihoods, boost the local economy, and lay the groundwork for future growth," and added, "I ask for the interest of citizens and the active cooperation of the city council so that a budget for the future of the city and its citizens can be established."
The city has prioritized strengthening the foundation for future industries, allocating funds for the strategic development of the MICE (Meetings, Incentives, Conferences, and Exhibitions), content, and drone industries, as well as for building a startup ecosystem.
To enhance the competitiveness of the MICE industry and establish infrastructure for hosting large-scale international events, 45 billion won has been allocated for the construction of the third KINTEX exhibition hall. At the same time, 4.8 billion won will be invested in creating an IP convergence content cluster, building a content ecosystem that covers everything from K-content production to consumption.
Additionally, the city will diversify local industries to lay the foundation for a self-sustaining city, including 900 million won for Goyang Industry Promotion Agency's corporate scale-up acceleration support to build a public startup support system, and 700 million won for a Drone UAM Expo to establish a drone industry ecosystem centered in Goyang.
To strengthen the competitiveness and self-reliance of small business owners and SMEs, the budget includes 3 billion won for constructing a corporate move-in facility in Haengsin-dong, 3.7 billion won for special financial support for small businesses and SMEs, 200 million won for facility improvements for small businesses, and 400 million won for operating the Goyang Print Culture Hub Center.
In the employment sector, the city will support employment across all life stages by allocating 1.2 billion won for the Integrated Job Center, 2 billion won for public works, 700 million won for social enterprise jobs, 41.9 billion won for senior jobs, 3.4 billion won for women's jobs, 1 billion won for jobs for the "new middle-aged," and 600 million won for youth administrative internships.
In the welfare sector, the budget includes 455.1 billion won for the basic pension, 73.2 billion won for parental benefits, and 66.3 billion won for child allowances. To strengthen support for childbirth and parenting, 8.4 billion won is allocated for childbirth grants, 12.9 billion won for the "First Meeting" voucher, 1.1 billion won for free childcare for 4- and 5-year-olds, and 1.6 billion won for interest support on rental loans for households with newborns.
Furthermore, to strengthen the medical and care system, the city will support the construction of a comprehensive welfare center for the disabled (5 billion won), provide financial support for infertility treatment for couples (4.6 billion won), support Moonlight Children's Hospital and public night pharmacies (700 million won), and support emergency medical centers (1.3 billion won) to ensure comprehensive welfare coverage.
In the disaster and safety sector, the city will invest 4.4 billion won in maintenance projects for the Gangmae, Daehwa, and Jangwol natural disaster risk areas, and 2.2 billion won in the GwanSan flood damage comprehensive maintenance project to improve areas prone to flooding. The city will also upgrade its disaster response system citywide by allocating 6 billion won for the creation of a smart city hub and 7.9 billion won for operating the Smart City Center.
Transportation and sports infrastructure will also be expanded. The city will improve its transportation network and pedestrian environment through the Daejang-Hongdae metropolitan railway project (1.5 billion won), a basic plan for integrated railway underground development (700 million won), road construction from Siksadong to Baekseok-dong (4 billion won), the 5th Goyang City Local Public Transportation Plan (600 million won), and the Laon-gil maintenance project (3.3 billion won). In addition, 5.9 billion won is allocated for constructing a parking-only building inside the tourism and cultural complex.
Furthermore, the city will expand local sports facilities by allocating 10.5 billion won for the construction of sports centers in Wonheung, Baekseok, and Tanhyeon, and 9.9 billion won for remodeling the artificial climbing gym, Goyang Gymnasium, and Seongsa Municipal Tennis Court in preparation for the 2027 National Sports Festival.
The city has also prepared for future generations. It will strengthen the educational foundation for future generations by allocating 2 billion won for the Special Education Development Zone project to establish a science education base, 2.5 billion won for Goyang-style educational support projects such as the "Happy Village School," and 2.5 billion won for improving school facilities and environments.
The city will also work to preserve historical and cultural resources and strengthen urban identity by allocating 1 billion won for the World Heritage inscription of Bukhansanseong Fortress and 100 million won for a feasibility study on establishing a public museum.
To respond to rapidly changing trends and present advanced urban policy directions, the city will allocate 400 million won for the World Cities Forum, 200 million won for establishing the city master plan, and 600 million won for a district unit plan for the old downtown. It will also conduct a feasibility study (100 million won) for constructing a city museum that connects the city’s past and future.
In the environmental sector, the city will expand the foundation for carbon neutrality and a green city by allocating 27.3 billion won for electric vehicle purchase support, 800 million won for creating a mini hydrogen city, 300 million won for a feasibility study on a public arboretum, 2.7 billion won for purchasing land for long-unexecuted parks, and 500 million won for improving landscape lighting at Ilsan Lake Park.

Meanwhile, the 2026 budget proposal will be finalized in mid-December after review by the second regular session of the Goyang City Council, which began on November 12.
