The Korea Golf Course Management Association announced on November 20 that it held a general meeting at the DoubleTree by Hilton Grand Ballroom in Seongnam, Gyeonggi Province on November 19 to discuss response measures for major issues in the golf course industry.
Through this general meeting, the association finalized its business plan for 2026 and expressed a strong commitment to advancing tax issues, including the heavy property tax rate on membership golf courses and improvements to the individual consumption tax system for golf courses. Regarding the improvement of the heavy property tax rate for membership golf courses, the association plans to pursue legislative activities in parallel, such as resubmitting a revision to the Local Tax Act in 2026, with the goal of either lowering the heavy tax rate or switching to separate combined taxation.

View original imageAdditionally, for the individual consumption tax on golf courses, the association will gather opinions from member companies on whether to exempt those under 19 and over 65 years of age or to abolish the tax entirely, and will decide on the direction to take in December of this year. Furthermore, in line with follow-up measures for the Yellow Envelope Act (amendments to Articles 2 and 3 of the Trade Union and Labor Relations Adjustment Act) scheduled to take effect in March 2026, the association will distribute manuals containing standard contract revisions, criteria for determining employer status, and procedures for responding to collective action, in order to minimize legal risks for member companies.

In addition, the association will publish the K-Golf White Paper 2026 and approved a budget for 2026 of 4,450,200,000 won, a 5.5% decrease compared to the previous year. Chairman Choi Dongho stated, "We will open a new horizon for the golf course industry by establishing a management specialization system, promoting institutional innovation, and raising awareness of the social value of golf."
