Amkor Technology to Expand Semiconductor Testing Facilities at Songdo Plant in Incheon
Amkor Technology, the world’s second-largest company in the semiconductor packaging (back-end process) sector, is expanding its testing facilities at its Songdo plant in Incheon.
According to the Incheon Free Economic Zone Authority on November 19, Amkor Technology Korea began construction to expand its semiconductor testing facilities (test building) at the Songdo plant within the Songdo Advanced Industry Cluster on this day. The groundbreaking ceremony was attended by Kang Gamchan, Director-General for Trade and Investment at the Ministry of Trade, Industry and Energy; Yoon Wonseok, Commissioner of the Incheon Free Economic Zone Authority; Kevin Engel, Chief Operating Officer of Amkor Global; and Lee Jin-an, CEO of Amkor Korea.
Amkor plans to invest 266.1 billion won in foreign direct investment (FDI) to build a four-story, 46,148-square-meter testing facility at the Songdo plant, with operations targeted to begin in 2027.

It is expected to have significant economic ripple effects, including strengthening advanced technological capabilities, securing leadership in the semiconductor supply chain for future market dominance, creating new jobs for local talent, and revitalizing air logistics.
Amkor is a NASDAQ-listed company and the world’s second-largest semiconductor packaging and testing provider, with a 15% share of the global market. Amkor Korea, which is 100% owned by Amkor in the United States, operates three domestic sites in Songdo, Bupyeong, and Gwangju (headquarters), as well as a total of 20 sites in eight countries worldwide.
In particular, the Songdo facility serves as the group’s only “global R&D and testing hub,” equipped with a full turnkey system that integrates all back-end processes from research and development (R&D) to semiconductor packaging and testing. Built at the end of 2016 with an investment of 1.7 trillion won, it currently employs over 4,000 people.
