Oh Moonchul Tops Individual Defaulters List
Has Failed to Pay 15.2 Billion Won for Nine Consecutive Years
The Seoul Metropolitan Government has released a list of 1,577 individuals who have habitually and significantly defaulted on local taxes. The top new defaulter is Lee Kyungseok (35), who owes 4.7 billion won in unpaid taxes.
On November 19, the city announced that, as of January 1 this year, it had published the personal information of defaulters who owe more than 10 million won in local taxes and have been in arrears for over a year on its official website. The information made public includes the defaulter’s name or corporate name, age, occupation, address, payment deadline, and summary of the unpaid taxes.
The total amount owed by the 1,577 newly listed defaulters in Seoul this year is 123.2 billion won, including 1,078 individuals and 499 corporations.
The individual with the highest amount in arrears is Mr. Lee, who operated 'FX City Platinum' and owes 4.7 billion won. Among corporations, 'Giant Strong,' a real estate leasing company, failed to pay 5.1 billion won in local corporate income taxes and other dues. The overall top individual defaulter is Oh Moonchul (66), former CEO of Bohae Savings Bank, who has been on the list since 2017 and has failed to pay approximately 15.2 billion won for nine consecutive years.
The city is taking strong enforcement actions against habitual and high-value defaulters, including not only public disclosure of their names but also administrative sanctions such as travel bans, provision of credit information, property seizure and auction, and home searches.
Defaulters listed are also subject to collection measures by the Korea Customs Service, which will actively recover unpaid taxes by withholding customs clearance and selling not only general imported goods but also items purchased through overseas direct purchases and personal items brought in during overseas travel.

Lee Sanghoon, Director of the Seoul Metropolitan Government’s Finance Bureau, stated, "Publicly disclosing the list serves to alert those who fail to fulfill their tax obligations and to realize tax justice," adding, "We will relentlessly pursue and collect unpaid taxes to ensure fairness with diligent taxpayers."
