View original imageThe city announced on the 18th that it has designated the period until March 15 next year as the winter natural disaster response period and will operate an emergency response system to minimize damage to citizens.
This year, the focus is on citizen-oriented responses, with a significant strengthening of life-oriented protection measures against cold waves, heavy snowfall, frozen pipes, and damage in the agricultural and livestock sectors.
First, to protect vulnerable groups from cold waves, the city will newly designate 300 senior centers as cold wave shelters and strengthen their operation. Combined with the existing 424 shelters, a total of around 700 shelters will provide a warm resting space for the elderly, low-income households, and other at-risk groups throughout the winter.
Equipment and materials to prepare for heavy snowfall and icy roads have also been significantly expanded. The city has leased 13 large snow removal vehicles (dump trucks and backhoes) and will deploy 55 small snow removal machines to towns, townships, and neighborhoods. In addition, 2,300 tons of road salt and 990 tons of eco-friendly de-icing agents have been stockpiled in advance and are ready for immediate use.
Measures to prevent damage in the agricultural and livestock sectors are also being strengthened. The city is conducting pre-safety inspections of more than 14,000 greenhouses and over 1,200 livestock farms.
Areas where water pipes frequently freeze will be subject to regular inspections. Two emergency response teams and 14 partner companies will be dispatched to these sites to check insulation status and support restoration efforts.
The city has established a collaborative system among all departments to ensure immediate response to disasters. It has also built a cooperation system with neighboring cities and counties, as well as related organizations, to seek assistance in emergency situations.
In addition, a 24-hour disaster situation room will be operated, and the city plans to minimize damage through weather information dissemination and an early warning system. During snowfall, 339 members of the voluntary disaster prevention team will carry out pre-monitoring, and real-time information will be provided to citizens via disaster text messages.
