Gumi City Election Commission to Crack Down on Fraudulent Address Registration for Voting Purposes
Imprisonment or Fines for Violations of the Public Official Election Act
The Gumi City Election Commission in North Gyeongsang Province (hereinafter referred to as the Gumi City Election Commission) announced that, ahead of the 9th Nationwide Local Elections scheduled for June 3, 2026, it will begin full-scale efforts from today (November 13, 2025) to prevent and crack down on the act of falsely registering a resident address (fraudulent address registration) solely for the purpose of voting in a specific electoral district without the intention of actually residing there.
The Election Commission urged voters to exercise particular caution to avoid any disadvantages resulting from fraudulent address registration.
According to the Election Commission, from November 13, 2025, to May 16, 2026, anyone who falsely registers their resident address solely for the purpose of voting in a specific electoral district without the intention of residing there, and is thereby listed on the electoral roll, may be subject to penalties under Article 247 (Fraudulent Registration and False Seal Offenses) Paragraph 1 of the Public Official Election Act, which include imprisonment for up to three years or a fine of up to 5 million won.
Temporarily registering a change of address to obtain voting rights without actually residing at that address is considered fraudulent address registration. Specific examples include the following:
▲ Registering a change of address to a livestock shed, vacant lot, or other places where people cannot reside ▲ Multiple individuals registering at a single residence that cannot accommodate dozens of people ▲ Registering as residing in a dormitory when the number of people exceeds its capacity or when not actually residing there ▲ Registering at the address of a religious organization building where ordinary people do not live ▲ Temporarily registering at the home of a relative, a colleague’s rented room, or a boarding house for the purpose of voting, without actually residing there.
