The key puzzle piece has been put in place to complete Gyosan New Town in Hanam, Gyeonggi Province as a premium "Job-Residence-Leisure (Jikjureak)" city. The project to secure jobs in Gyosan New Town, which had faced the absolute limitation of "zero allocation for industrial zones," has found a dramatic breakthrough through Hanam City's "reverse thinking strategy."
According to Hanam City on November 6, the Metropolitan Area Planning Working Committee of the Ministry of Land, Infrastructure and Transport reviewed and approved a plan to relocate the designation of 42,285 square meters of industrial zone from the Hanam Misa (Phase 2) public housing district to the Hanam Gyosan public housing district.
Despite the government's policy of building "cities that create jobs," Gyosan New Town had not been allocated even a single square meter of new industrial zone due to restrictions as a metropolitan area congestion control zone. The city continuously requested an allocation from the government, but these requests were not accepted.
The absence of an "industrial zone" was a critical obstacle to realizing a "Job-Residence-Leisure city." A "Job-Residence-Leisure city" refers to a city where jobs, housing, and leisure/culture are harmoniously provided in one place. Among these, the industrial zone is the legal foundation for attracting core corporate facilities such as factories and research and development (R&D) centers, and is an essential prerequisite for the government to designate an "urban high-tech industrial complex." Having "zero" allocation meant that the plan to attract companies and create jobs existed only on paper and could not even begin in practice.
Without a solution, the realization of Gyosan New Town as a "Job-Residence-Leisure city" was at a critical crossroads, at risk of remaining an empty promise. The city made a strategic decision that if "new allocation" was impossible, it would have to break through by "efficiently reallocating existing resources."
Through a comprehensive survey, the city identified 42,285 square meters of "idle allocation" in the Hanam Misa public housing district that could not be used by anyone. This area had already been designated for river and park facilities in the urban plan, making it effectively an "industrial zone on paper" where establishing factories was impossible.
The approval of this plan finalizes the transfer of this "dormant allocation" to Gyosan New Town, where attracting companies is urgently needed. This process has no impact on existing manufacturing businesses. By transforming land that no one could use into a core future growth engine for Hanam, the city has achieved a strategic breakthrough, opening the way for a "Job-Residence-Leisure city" without any new allocation.
Hanam Mayor Lee Hyunjae stated, "This achievement is a valuable result of boldly overcoming the rigid situation of government allocation difficulties through proactive administration," adding, "Through this, we have established the essential foundation to realize 'Gyosan, a premium Job-Residence-Leisure city.'"
