Shinan County Officially Launches the "1004 Islands Cultural and Arts Industry Special Zone"
Promoting "One Island, One Museum" and "One Island, One Garden" Initiatives
Aiming to Become an "Open-Air Art Museum"
Shinan County in South Jeolla Province has been designated as the "1004 Islands Cultural and Arts Industry Special Zone," transforming the entire archipelago into a vast artistic space.
On November 4, the county announced that the Ministry of SMEs and Startups had newly designated the "Jeonnam Shinan 1004 Islands Cultural and Arts Industry Special Zone" as a regional specialized development zone. With this designation, Shinan County will fully implement its unique cultural development model, combining the natural environment of its 1,028 islands with the "One Island, One Museum" policy to create an "open-air art museum" across the islands.
The "regional specialized development zone" system allows local governments to promote specialized projects suited to their regional characteristics by granting various regulatory exemptions under the Regional Special Zone Act.
The county has diligently carried out administrative procedures, including multiple practical consultations with the Ministry of SMEs and Startups, public hearings for residents, and reports to the county council.
The core projects of the special zone include: ▲ Establishing island museums in collaboration with world-renowned artists ▲ The "One Island, One Museum" and "One Island, One Garden" initiatives ▲ Revitalizing tourism and seasonal festivals across the 1004 Islands ▲ Promoting the convergence and industrialization of marine products such as "1004 Oysters." These efforts are expected to expand the foundation for cultural tourism, attract private investment, and create local jobs, thereby helping to address the issue of regional depopulation.
Kim Daein, Acting Governor of Shinan County, stated, "We will establish a model in which the islands of Shinan themselves become museums and gardens, overcoming the image of 'islands marginalized from culture and the arts' and transforming them into world-renowned cultural and artistic destinations."

Meanwhile, the "1004 Islands Cultural and Arts Industry Special Zone" is Shinan County's third regional specialized development zone, following the Shinan Spinach and Green Onion Industry Special Zone and the Solar Salt Industry Special Zone, marking a new chapter for sustainable regional growth through culture and the arts.
