Yangju City Selected as a New Case of Regulatory Improvement through Proactive Administration in 'Ministry of the Interior and Safety Evaluation'
Yangju City in Gyeonggi Province has achieved recognition by being selected as a new case in the corporate (livelihood) improvement category in the 2025 third quarter evaluation of regulatory improvement cases through proactive administration by local governments, conducted by the Ministry of the Interior and Safety.
The "Evaluation of Regulatory Improvement Cases through Proactive Administration by Local Governments," conducted by the Ministry of the Interior and Safety, is held quarterly and collects cases from 234 local governments nationwide in areas such as corporate (livelihood) improvement, enhancement of resident convenience, strengthening of citizen safety, and streamlining of local administration. The process involves a first-round document review and a second-round evaluation panel, after which new cases are ultimately selected.
In the third quarter of this year, a total of 661 new cases were submitted nationwide, and among these, 47 cases deemed highly shareable and expandable to other local governments were selected as new cases.
This selection as a new case is the result of Yangju City’s expansion of its incentive system, which was implemented this year to promote a culture of proactive administration within the public sector.
Starting this year, Yangju City has expanded incentives for outstanding public officials in proactive administration, revitalized its own mileage system, and strengthened institutional support by continuously providing education to improve awareness and enhance the capabilities related to proactive administration, thereby supporting public officials in their proactive administrative work.
In addition, following its achievement of the "Grand Prize" in the 2024 and 2025 Gyeonggi Province City and County Regulatory Innovation Best Practices Competition, Yangju City has further solidified its status in the field of regulatory innovation by being selected as a new case in this evaluation of regulatory improvement through proactive administration.
This new case involves a project initiated to address the increasing administrative demand for drones and to alleviate the burden of outsourcing costs, which can reach tens of millions of won per project. Yangju City established the nation’s first "Drone Policy Team" in 2023 and hired drone specialists as fixed-term public officials. Furthermore, by revising the ordinance to foster the drone industry for the integration of AI video analysis technology, the city has established a user-centered support system for drone administrative services.
As a result, Yangju City has been able to save approximately 350 million won annually in its budget, provide customized, high-quality data (2D, 3D) quickly to meet various administrative demands, and is expected to make significant contributions to the training of drone specialists and the expansion of the drone industry base in the city.
