Yangpyeong County Urges Residents to Claim Unrefunded Farmland Preservation Charges
Yangpyeong County in Gyeonggi Province (Governor Jeon Jinseon) announced on October 28 that it will conduct a comprehensive review of applications for the right to claim refunds of farmland conversion charges that became refundable due to permit cancellations or similar reasons after payment of farmland preservation charges for construction and other purposes. The county will also implement a refund history management system to protect the property rights of those who have not yet received their refunds.
The farmland preservation charge is imposed by the Korea Rural Community Corporation during the farmland permit process. If a permit is canceled, the payer must submit a separate refund application to the Korea Rural Community Corporation by mail or online in order to receive a refund.
Although an official notice is sent out when a permit is canceled, it is difficult for individuals to confirm whether the refund has actually been processed. Additionally, if a refund claim is not made within five years of the right arising, the right to claim the refund will expire, resulting in financial loss.
Over the past four years, a total of 16 cases involving refund claims worth more than 20 million won have expired. In response, the Yangpyeong County Permit Division plans to protect residents' property rights by manually checking each case to identify those who have not received their refunds and by sending out official notices twice a year as part of the "refund history management system."

Lee Yunsil, head of the Permit Division, stated, "Although the number of permit applications has decreased recently due to concerns over an economic downturn, we will minimize residents' financial losses through proactive administration by our staff."
