National Assemblyman Kim Seongkyo (Yeoju and Yangpyeong) was unable to attend in person due to the National Assembly audit schedule, but Yeoju City Council member Kyung Kyumyeong delivered a congratulatory message on his behalf, expressing deep interest in the improvement of overlapping regulations.
In the first presentation, Professor Lee Taegwan of Keimyung University (National Water Management Committee) stated, "Excessive overlapping regulations weaken the growth engine of the region, and a shift to a performance-based management system that reflects technological advancement is necessary." Next, Do Jungho, CEO of GWC Co., Ltd., emphasized, "Given the achievements in water quality management in Yeoju, regulatory adjustments are possible based on scientific evidence."
In the subsequent comprehensive discussion, participants from academia, research institutions, and civic groups-including Ha Seungjae, Secretary General of the National Assembly Water Forum; Ryu Moonhyun, Director of the Korea Water Resources Corporation Management Research Institute; Kwon Jihyang, Professor at Konkuk University; Song Miyeong, Professor at Dongguk University; Kim Eunryeong, Secretary General of the River Network; and Cho Youngmu, Senior Research Fellow at the Gyeonggi Research Institute-engaged in in-depth dialogue.
The panelists highlighted the importance of institutional improvements that balance public value and regional development, suggesting the need to review relevant systems and revise laws and regulations. They also proposed forming a governance organization to establish an integrated water quality management system. Additionally, they recommended that fair compensation for long-standing sacrifices and the parallel implementation of rational conservation and development policies are necessary.
Citizens in attendance stressed the need for reasonable deregulation and improvements to living environments at the national level, expressing hope that the forum would evolve into a venue for citizen participation in policy discussions.
