Emphasizing the Need to Form the "Hupyeong-dong to Dong-myeon High-Voltage Transmission Line Undergrounding and Substation Relocation Promotion Council"
Ki-Young Park, a member of the Gangwon Provincial Council representing Chuncheon District 3, proposed the formation of the "Chuncheon City Hupyeong-dong to Dong-myeon High-Voltage Transmission Line Undergrounding and Substation Relocation Promotion Council" during a 5-minute free speech at the 5th plenary session of the 341st extraordinary meeting on October 23, 2025.

View original imageCouncilman Park stated, "A staggering 154,000 volts of electricity currently flows through the high-voltage transmission lines that cross the boundary between Hupyeong-dong and Dong-myeon in the heart of Chuncheon. To protect Chuncheon citizens' right to health from electromagnetic waves emitted by these high-voltage lines, and to fully accommodate the growing demand for urban development, it is necessary to underground the entire section of these high-voltage transmission lines."
He further argued, "Additionally, the current Chuncheon substation located in Hupyeong-dong not only hinders regional development and systematic urban planning in the downtown area of Chuncheon, but also infringes on citizens' property rights."
Finally, Councilman Park emphasized, "Based on the clear public interest of protecting citizens' health and promoting urban development, we will form the 'Hupyeong-dong to Dong-myeon High-Voltage Transmission Line Undergrounding and Substation Relocation Promotion Council' together with Chuncheon citizens, and make sure that the voices of citizens are heard by all relevant authorities, including Korea Electric Power Corporation, the city hall, the provincial government, and the Ministry of Trade, Industry and Energy."
