Daegu City Council Member Jongpil Park Calls for Establishment of AI Ethics Guidelines...Ordinance Passes Committee Review
Jongpil Park, a proportional representative of the People Power Party and member of the Daegu City Council, announced on October 20 that the "Daegu Metropolitan City Artificial Intelligence Basic Ordinance," which he sponsored at the 320th extraordinary session, was approved during the Economic and Environmental Committee’s agenda review.
Park stated, "Artificial intelligence is a core field for industrial innovation, but concerns are also growing over side effects such as the spread of false information. The 'Artificial Intelligence Basic Act' stipulates the safety and reliability of the AI industry," adding, "Daegu also needs to foster a sound environment for the stable development and responsible use of AI-related industries." He explained that this was the background for initiating the ordinance.
The ordinance includes: △ the mayor’s responsibility to develop and implement safe and reliable AI policies; △ the establishment and implementation of a comprehensive Daegu Metropolitan City AI plan every three years to ensure policy continuity and systematic management; △ provisions for the establishment, organization, and operation of the Daegu Metropolitan City AI Committee, as well as deliberation on AI’s public interest and ethical standards; and △ the creation of AI ethics guidelines tailored to local conditions by collecting input from citizens, businesses, and experts.

Jongpil Park emphasized, "Artificial intelligence is a double-edged sword, with its potential for side effects as great as its capabilities and influence. Therefore, clear policy standards and direction are essential to ensure that technological progress and its applications do not undermine citizens’ rights or the public interest." He added, "The enactment of this ordinance will be the first step toward establishing a system for a trustworthy AI environment."
