Yongsan-gu Secures 10.7 Billion Won in Public Property Rights... Results of Comprehensive Survey
Strengthening Management Through Detection of Unauthorized Occupation and Correction of Errors
On October 17, Yongsan-gu in Seoul (District Mayor Park Heeyoung) announced that it has strengthened its property management system by newly securing rights to public property worth a total of 10.7 billion won through the “2025 Comprehensive Public Property Status Survey.”
This survey was conducted by a professional agency over a four-month period until September this year to ensure efficient and transparent management of public property. The scope of the survey included not only land and buildings, but also intangible assets such as trademark rights and usufruct rights. Field investigations and cadastral surveys were carried out in parallel to meticulously compare the records with the actual conditions.
As a result of the survey, the district newly identified 57 parcels of land (35,307 square meters) and a total building floor area of about 38,000 square meters. The district also corrected 965 errors, including changes to land category, area, and price. Thirteen trademark rights were newly registered, and errors in 135 cases of usufruct rights, such as leasehold and membership rights, were corrected, thereby clarifying the legal relationships of public property rights.
In particular, the district secured rights worth a total of 10.7 billion won by uncovering 11 cases of ownership preservation registration (about 8.4 billion won) and one case of cadastral ownership change (about 2.3 billion won). A district official explained, “This achievement goes beyond simple record-keeping and has resulted in the actual recovery of assets for district residents.”
In addition, during the field investigation, 13 cases of unauthorized occupation were detected, and compensation charges were imposed. The district plans to restore public interest by converting these cases to lease contracts or encouraging purchase where necessary. This measure is also expected to generate additional fiscal revenue.
Reflecting the results of this survey, Yongsan-gu plans to change the use of 230 parcels of general property to administrative property and to promptly complete the necessary procedures for extinguishment registration and ownership preservation registration.
