Jeonbuk Province Mobilizes All Resources to Secure Next Year’s National Budget...Review Meeting Held
Discussion on 70 Key Projects Underfunded or Omitted in the Government Proposal
Jeonbuk Province is responding swiftly to secure the national budget for 2026.
On October 16, the province held a “2026 National Budget Parliamentary Stage Review Meeting” at the provincial government office, presided over by Governor Kim Kwan-young and attended by the administrative and economic vice governors, chief secretary for political affairs, and heads of departments and bureaus.
This meeting was organized to review the status of the province’s key projects reflected in the government’s budget proposal and to formulate concrete response strategies before the National Assembly begins its full-scale standing committee and special committee on budget and accounts deliberations.
During the meeting, participants discussed the progress and response plans for increasing the budget allocation for 70 major projects that were underfunded or not included in the government’s proposal at the parliamentary stage.
To secure budget increases at the parliamentary stage, the province decided to strengthen work-focused management by preparing written inquiries and materials to defend against budget cuts. The leadership will directly meet with key officials from the Ministry of Economy and Finance and the National Assembly to persuade them of the necessity for increased funding.
The province will also establish a cooperative system with local and affiliated National Assembly members to strengthen political collaboration. Strategic meetings to review key contentious projects will be held regularly, and from October 27 until the National Assembly’s plenary vote, a dedicated team from the province and city/county offices will be stationed at the National Assembly to monitor deliberations in real time and maintain an immediate response system.
In particular, from the end of this month to mid-next month, the province will sequentially hold meetings with the Minister of Economy and Finance, the Second Vice Minister, the Budget Office Director, and the Budget Review Officer. This will be followed by meetings with key figures such as the chairperson, secretary, and subcommittee members of the Special Committee on Budget and Accounts, the Speaker of the National Assembly, and floor leaders, to intensively explain the justification for increasing funding for Jeonbuk’s major projects.
For each standing committee, the province plans to implement tailored strategies to preemptively block budget cuts at the committee stage and to secure increases during the special committee subcommittee stage. On October 30, a budget policy council will be held for local and affiliated National Assembly members to request support for key pending projects, reinforcing a “one team” approach to secure the largest-ever national budget for the province.

Governor Kim Kwan-young stated, “The parliamentary stage is the final gateway for securing the national budget, so we must focus all administrative capabilities to ensure the inclusion of our key projects. The province, city and county governments, and the political community must work as one to overcome the challenges of budget deliberation. For the remaining period, the entire organization should operate in emergency mode to achieve the best possible results.”
