Seo-gu, Gwangju Carries Out Administrative Enforcement on Illegal Park Golf Course in Geumdangsan Area
Removal of All Structures and Site Restoration Work
On October 15, Seo-gu District of Gwangju carried out administrative enforcement against a large-scale illegal park golf course established in the Geumdangsan area of Pungam-dong.
According to Seo-gu officials, this action is significant as it marks the first step towards eradicating illegal activities that have persisted in disregard of laws and principles, and towards restoring public order and the principles of urban safety.

View original imageThe area subject to administrative enforcement covers 7,213 square meters-equivalent to the size of an international standard soccer field-across four parcels of land, including 473-2 Pungam-dong. Since last year, the landowner had illegally altered the land, paving it with crushed stones and grass, and using it as a park golf course and parking lot without authorization.
In addition, dozens of temporary structures and facilities, such as containers, portable toilets, information booths, solar lighting, hole cups, and pergolas, were illegally installed and operated as permanent amenities for regular use.
The district cited Article 60 of the National Land Planning and Utilization Act and Article 42 of the Farmland Act as the legal basis for its actions. Over the past year, Seo-gu issued five orders to restore the site to its original state, administrative correction orders, police reports, and administrative enforcement warnings. However, as the violations were not rectified, the district ultimately proceeded with administrative enforcement, the highest level of legal action available.
Starting at 9 a.m. on the same day, more than 100 public officials and specialists, along with heavy equipment such as excavators, cranes, and water trucks, were mobilized to remove crushed stones and grass, demolish all temporary buildings and structures, and restore the site.
During the enforcement process, Seo-gu established a cooperative system with the Seobu Police Station and Seobu Fire Station to ensure order at the site, prevent conflicts, and prepare for emergencies. All costs incurred during the enforcement will be fully charged to the violator in accordance with the Administrative Enforcement Act.
Previously, in September, the district had also carried out administrative enforcement against an illegal road constructed by the same individual and claimed a total of 57 million won in costs through the right of indemnity.
