Administrative System Recovery Rate at 7.3%... At Least Two Weeks Needed for Full Restoration (Update)

Recovery of 96 Completely Destroyed Systems Will Take Time
Out of the 647 administrative information systems that were shut down due to the fire at the National Information Resources Service, 47 have been restored. Although frequently used services such as Government24 and the mobile identification system are among those restored, it is expected to take more time to recover the 96 systems that were directly damaged by the fire.
According to the Ministry of the Interior and Safety on September 29, as of 8:30 a.m. that day, 47 administrative information systems had been restored, representing a recovery rate of about 7.3%. By midnight the previous day, 39 systems had been restored, with an additional 8 systems completed by the morning. The recovery work was carried out on servers located on the 2nd to 4th floors, apart from the 5th floor data center where the fire directly occurred.
Previously, at around 8:15 p.m. on September 26, a fire broke out during a battery relocation process at the National Information Resources Service, completely destroying 384 batteries and bringing 647 administrative systems to a halt. Of these, 96 systems suffered direct damage from the fire, while operation of the remaining 551 systems was preemptively suspended to protect them after the air conditioning and humidity control units in the data center were shut down due to the fire.
The restored systems include Government24 and the mobile identification system operated by the Ministry of the Interior and Safety, the 119 multi-media emergency reporting system of the National Fire Agency, and financial services of the Korea Post under the Ministry of Science and ICT, all of which are frequently used by the public. Other restored systems include the Ministry of Health and Welfare’s customized care system for the elderly, the Ministry of Economy and Finance’s digital budget and accounting system, and the Ministry of Environment’s emissions rights registration system.
In particular, it is expected to take a much longer time to restore the 96 systems that were located in the 7-1 data center where the fire broke out, as the servers were completely destroyed, unlike the systems that were preemptively shut down. At the Central Disaster and Safety Countermeasures Headquarters meeting on the same day, Minister of the Interior and Safety Yoon Hojung stated, "It is not easy to immediately restart the 96 systems," and added, "Accordingly, we will promote restoration by transferring to a public-private cooperative cloud at the Daegu Center and prepare alternative measures as quickly as possible." It is estimated that it will take at least two weeks for these systems to become operational again through this process.
The government has not disclosed details of the 96 systems. However, it is known that the Anti-Corruption and Civil Rights Commission’s e-People petition system and the Onnara system, an internal work network for public officials, are included. With access to the work network blocked, manuals for alternative measures such as using linked systems and official email accounts have been distributed to public officials. The suspension of the e-People petition system has also blocked the 'online objection' channel for consumer coupons.

Until the system disruptions are fully resolved, the government has decided to operate a joint civil service center (110 call center), regional civil service centers (such as the 120 call center), and a dedicated civil service support team starting today. The Ministry of the Interior and Safety stated, "We are prioritizing the recovery of systems that have a significant impact on public safety, property, and economic activity, and are proceeding with recovery work according to a priority system based on the importance of each system."
