Seongbuk District Expands Support Program for Jeonse Fraud Victims
New Support for Litigation Expenses and Housing Stabilization Funds Introduced
In-person Applications Accepted Starting October 20
On September 24, Seongbuk District in Seoul (Mayor Seungro Lee) announced plans to expand its support program for victims of jeonse fraud, aiming to strengthen the protection of residents' assets and enhance housing stability.
The existing support program has faced criticism for its limited effectiveness, as assistance was only available to victims when they moved out. In reality, it is difficult for tenants to relocate when they have not yet recovered their jeonse deposit.
In response, Seongbuk District has amended the 'Ordinance on Support for Jeonse Fraud Victims and Housing Stability' to newly include litigation expenses and housing stabilization funds, with the goal of providing more practical assistance to victims.
Under the expanded support program, victims can now choose one of five types of assistance: support for jeonse deposit return guarantee fees, moving expenses for emergency housing support, monthly rent support for victims, litigation expenses (including court fees and service charges), and housing stabilization funds.
Applications will be accepted starting October 20 at the Seongbuk District Jeonse Victim Support Center (Housing Policy Division, 9th floor of Seongbuk District Office), and the support funds will be deposited into the applicant's account within seven days of application.

Mayor Seungro Lee stated, "Since the majority of jeonse fraud victims are young people, I hope this support program will offer them real help," adding, "We will continue to do our best to create a stable housing environment for our residents."
